DOT/FMCSR Compliance Specialist (Operations Support Specialist 3)

What You Will Do

The Packaging and Transportation Group (LOG-PT) leads the critical mission of packaging and transporting nuclear and hazardous materials for the Lab-both on-site and off-site. Our Operations team oversees seven specialized groups, each dedicated to ensuring the highest standards of safety and regulatory compliance. From complex logistics to our innovative mobile packaging van that brings expert support directly to customers, we deliver solutions that keep research moving forward-safely and securely.

As an Operations Support Specialist within LOG-PT (P&T), you will serve as a primary interface with internal customers, maintaining DOT (Department of Energy)/FMCSR (Federal Motor Carrier Safety Regulations) federal regulator relationships to negotiate and define mission goals and programmatic deliverables, in accordance with Laboratory capabilities, capacities, and priorities, balancing the best interest of the customer, the DOT/ FMCSR program and the institution as a whole.

In this role, you'll take the lead on the day-to-day management of key programs-including DOT Drivers, Pipeline & Hazardous Materials Safety Administration (PHMSA), Permits and Licensing, and Special Permits. You'll contribute to the development, implementation and evaluation of program policies, procedures, and standards; determining program service levels and enhancements; and providing technical advice. You will monitor and remain aware of technological, legal, and operational changes that affect the activities and work processes of the program, making recommendations for and carrying out improvements to the program to meet changing mission parameters and requirements.

What You Need

Minimum Job Requirements:

Computing/Business Systems

Proficiency in computer tools, such as Microsoft Suite, and the ability to learn new computer systems and databases. Experience compiling monthly reports.





Facility Operations

Demonstrated knowledge of and experience with facility operations policies, practices, and procedures, and ability to apply them to resolve issues. Ability to successfully plan, organize, lead, and monitor team efforts to completion.




Prioritization and Independent Problem Solving
Experience managing multiple tasks with conflicting and often changing priorities and deadlines with limited direction. Demonstrated experience working independently without much direction.





Communication
Excellent interpersonal, verbal and written communication skills while interacting effectively with people throughout the organization hierarchy and in partnership with internal support organizations.





Team Collaboration and Adaptability
Demonstrated mentoring and teaming skills. Ability and willingness to mentor new staff as well as partner with junior and senior team members. Demonstrated ability to calmly manage interruptions and changing priorities; to complete assignments with or without established procedures; and be available and dependable.





Familiarity for CDL Drivers
Familiarity of 49CFR, Pipeline and Hazardous Materials Safety Administration (PHMSA), and DOT requirements for CDL Drivers





Desired Qualifications:
  • Demonstrated knowledge of 49CFR and FMCSR
  • Knowledge of LANL sites and facilities
  • Knowledge of Laboratory organizational structure.
  • Familiarity with DOT Driver's Program requirements
  • Familiarity with LANL Drug & Alcohol Policy
  • Familiarity with Commercial Motor Vehicle (CMV) Fleet Management requirements
  • Familiarity with Hazardous Material Safety Permit requirements
  • Familiarity with CMV registration/insurance requirements
  • Familiarity with DOT Special Permits
  • Current DPR authorities
  • Active Q Clearance

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Employment

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
