What You Will Do
This position will be filled at either the ESH Professional 3 or ESH Professional 4 level, depending on the skills and experience of the selected candidate. Additional responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

The Construction Safety / Exhibit F Program Lead provides institutional leadership and subject-matter expertise for LANL's Subcontractor and Construction Safety Program (Exhibit F). This role ensures that subcontractors performing high-, medium-, and low-risk construction and maintenance activities are properly qualified, vetted, and compliant with DOE, OSHA, and Laboratory safety requirements, including 10 CFR 851, Worker Safety and Health Program, before work begins.

The successful candidate will:
  • Administer and continually improve the Exhibit F program governing subcontractor safety performance and pre-qualification.
  • Serve as LANL's point-of-contact for the third-party independent pre-qualification vendor, ensuring subcontractor safety data are collected, reviewed, and evaluated according to LANL and regulatory criteria.
  • Collaborate with the Acquisition Services Management Division (ASM), Associate Laboratory Directorate for Infrastructure and Capital Projects (ALDICP), Construction Managers, the Subcontract Technical Representative (STR) Group, and Deployed ESH professionals to ensure consistent safety oversight across all construction work.
  • Partner with the Global Security Directorate's Off-Site Source Recovery Program (OSRP) to ensure subcontractors supporting high-hazard national-security missions are properly qualified and compliant.
  • Provide training, mentorship, and technical guidance to STRs, Construction Managers, and ESH professionals on subcontractor safety expectations and best practices.
  • Represent LANL within DOE/NNSA subcontractor-safety working groups and external partnerships to advance institutional safety performance.
  • Although this position does not directly manage construction projects, it plays a critical role in ensuring subcontracted work is executed safely, compliantly, and in alignment with Laboratory policy and federal regulations.



What You Need

Minimum Job Requirements:




ESH Professional 3 ($114,700 - $191,200):

  • Advanced knowledge of Integrated Safety Management (ISM), Integrated Work Management (IWM), and DOE's 10 CFR 851, Worker Safety and Health Program, as applied to construction and subcontractor operations.
  • Advanced understanding of OSHA 29 CFR 1926 (Construction) and 1910 (General Industry) standards, DOE orders, and consensus safety standards.
  • Ability to develop, interpret, and apply subcontractor safety requirements, policies, and procedures-including Exhibit F.
  • Advanced skill in hazard identification, risk assessment, and development of corrective actions.
  • Strong interpersonal and communication skills for collaborating across organizations and providing technical guidance.
  • Demonstrated ability to perform independently and lead moderately complex safety projects or initiatives within the ESH discipline.
  • Ability to obtain and maintain a Q clearance.


ESH Professional 4 ($138,500 - $233,200)

In addition to what was outlined at the lower level, at the higher level the ESH Professional will:

  • Expert-level knowledge of DOE's 10 CFR 851 requirements, OSHA regulations, and complex contractor safety management systems.
  • Institutional-level experience developing, implementing, and leading construction or subcontractor-safety programs in a DOE or industrial environment.
  • Expert-level ability to interpret and influence contractual safety clauses (e.g., Exhibit F) and advise senior leadership on compliance strategy.
  • Proven record of representing LANL or equivalent institutions in DOE/NNSA or industry safety working groups and external partnerships.
  • Expert skill in conceptualizing and communicating safety principles to diverse technical and non-technical audiences.
  • Demonstrated capability mentoring professionals, providing consultative leadership, and contributing to long-range safety program planning and policy development.


Education/Experience at the ESH Professional 3: Position requires a Bachelor's Degree and 8 years of experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be desirable. Master's degree preferred

Education/Experience at the ESH Professional 4: Position requires a Bachelor's Degree and 12 years of experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be expected.

This position is subject to DOE 426.2A which requires a Baccalaureate degree, 2 years of job-related experience, and 1 year of nuclear experience.

Desired Qualifications:

  • Broad knowledge of LANL organizations, operations, and construction-safety management processes.
  • Experience managing or utilizing contractor prequalification and safety management systems for evaluating subcontractor safety performance and compliance.
  • Experience with LANL ESH data-collection tools, subcontractor databases, and risk-tracking systems.
  • Professional certifications such as Certified Safety Professional (CSP), Construction Health and Safety Technician (CHST), Project Management Professional (PMP), or Certified Industrial Hygienist (CIH) are desired but not required.
  • Active DOE Q-level security clearance.


Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. Incentive Compensation Program: The higher-level position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
