Industrial Engineer (Project Leader 1/2)

What You Will Do

This position will be filled at the Project Leader 1/Project Leader 2 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

You will support- Production Support Services (PSS) within ALDWP which is responsible for planning and scheduling Pit manufacturing at the Los Alamos National Laboratory (LANL). The project leader will be assigned to support the PSS-1 Data Insights and Visualization Team (DIV).

Be part of an amazing Industrial Engineering (IE) team here at the nation's Plutonium Center of Excellence that supports our Nation's nuclear deterrent. As a project leader, you will work with on the DIV team to assist with project management of their projects and establish requirements for the projects. You will assist organizing and standardizing specific requirements for the projects, ensuring they are clearly defined. You will help with the development of work packages, managing software licenses for the group, coordinating training for the teams to ensure they are all meeting the required training. You will be a project lead for various project types the team is working on. You will report project statuses and issues to the program manager and to Laboratory senior managers and workers. Your work will directly support the execution of manufacturing of weapons components, the surveillance of weapon components and materials in the nuclear stockpile, and other national security missions.

Project Leader 1 ($78,700 - $125,100)

As Project Leader 1, you will oversee small project team(s) in the planning, tracking, and execution of project plans from initiation to completion. As a project leader, you will be responsible for leading small scale non-science or non-engineering projects under the guidance or independently assist with larger projects. You will manage these project scopes and ensure the timely completion of specific non-science or non-engineering projects; establish requirements for the project; defines and/or executes project deliverables, budgets, and schedules; oversee the project team in the planning, tracking, and execution of the project from initiation to completion. As a Project Leader you will develop work packages that define what will be accomplished to meet specific programmatic needs and produce the work products defined by the work packages. Projects are finite, with a definite beginning, middle, and end. Projects are typically a subset of, and funded by, a Laboratory program, but (rarely) may be stand-alone and separately funded. You will collaborate with management to assist with organizing all relevant projects, keeping track of all software and software licenses needed for the group, helping facilitate and organize teams and their projects in the IE team.

Project Leader 2 ($94,500 - $154,600)

In addition to the duties outlined above, the Project Leader 2 will be required to: You will negotiate with program and line managers to ensure that resources are available to accomplish the work, to identify procurement and contracting needs, and to marshal resources to complete project deliverables within the scope, schedules, and budgets defined in project work packages. You will identify potential project risks, developing risk mitigation strategies and corrective actions, and recommending risk acceptance/avoidance for all aspects of the project(s). You should also be able to interact effectively with all levels of personnel; building trust, gaining consensus, and resolving conflicts.

What You Need

Minimum Job Requirements:

Project Leadership: Knowledge and experience in most aspects of project leadership and project facilitation and management with the ability to become proficient in all. Experience in developing operating and financial plans. Basic knowledge of project budgets including cost estimating, cost control and cost analysis, project scheduling, implementation of corrective actions, developing and delivering detailed and accurate status reports and basic knowledge of/and experience with engineering functions and principles required to understand and successfully implement and monitor technical projects.

Knowledge and Skills: Ability to lead teams in researching or solving business-critical problems. Producing dashboards, including graphs, tables, and other visualizations. Creating presentation decks using PowerPoint (or similar). Providing written reports of your findings. Working closely with the team leads to solve statistical business problems. Consulting with internal teams and external clients to determine their ongoing business needs, and to find solutions to them.

Communication: Strong communication skills in oral and written communication as well as applying team building concepts.

Additional Job Requirements for Project Leader 2:

In addition to the requirements outlined above, qualification at the higher level requires:

Project Management: Thorough knowledge of all aspects of project management tools and techniques relating to all project activities. Knowledge of project processes and an understanding of project management activities, such as planning, budgeting and performance measurement. Demonstrated Advanced Project Management Skills and Experience.

Risk Management: Working knowledge and experience in supporting strategic and tactical planning and execution of a mid-sized portfolio. Demonstrated record of successfully supporting or leading cross-organization teams to ensure complex technologies or products are delivered within budget and on schedule.

Education/Experience Project Leader 1: Position requires a Bachelor's Degree in a related field from an accredited institution and 2 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Education/Experience at Project Leader 2: Position requires a Bachelor's Degree in a related field from an accredited institution and 5 years related experience; or an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:
  • LSS or PMP certification from an accredited source. Contribute to teams through a problem-solving methodology (Lean Six Sigma projects and process improvement projects) using process and value stream mapping
  • Carrying out statistical research, prototyping new systems, and finding new ways of gathering, cleaning, and analyzing data.
  • Help develop innovative advanced concepts, theories, methods, techniques and approaches to address specialized problems.
  • Work with leaders to influence organizational, project, and program strategies and directions.
  • Knowledge of project management of work, including developing project plans, work breakdown structures, and work packages; managing to scope, schedule, budget, and baselines; and documenting baseline reports and change control actions.
  • Knowledge of the discipline of the assigned project.
  • Ability to develop and nurture effective internal customer relationships.
  • Ability to successfully plan, organize, lead, and monitor team efforts to completion.
  • Ability to interact effectively with all levels of personnel; building trust, gaining consensus, and resolving conflicts.
  • Existing DOE "Q" clearance (or similar).

Work Location: The work location for this position is hybrid and is located in Los Alamos, NM. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. All work locations are at the discretion of management and can change at any time with appropriate notice.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Clearance: Q (Position will be cleared to this level).
