The Programmatic Mission Support Services Group in the Weapons Mission Services Division (WMS-3) is seeking 2 highly skilled Learning Specialist to directly support training programs within the Staffing and Professional Development Program Office (ALDW-SPD) in the Associate Laboratory Directorate for Weapons Engineering (ALDW). The Staffing and Professional Development Program Office leads Weapons University, a coordinated learning program that cultivates technical expertise and professional growth, ensuring a stronger, more capable workforce for the future.
The Learning Specialist will play a key role in supporting Weapons University functions and programs by delivering high-quality training services. The position serves as an expert in designing and developing learning experiences across a variety of formats that apply best practices in adult pedagogy, instructional design, and active learning principles. In addition, the Learning Specialist will contribute to the development of a broad, cohesive curriculum that aligns with program goals and enhances the overall learner experiences. The specialist will collaborate with subject mater experts across the Weapons Engineering Directorate to create engaging, effective, and impactful educational solutions.
The Learning Specialists 3/4 will report directly to the Staffing & Professional Development Program Office's First Line Manager (FLM). This position will be filled at either the Learning Specialist 3/4 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.
Learning Specialist 3- $85,900 - $139,900
Key responsibilities (as assigned):
- Design, develop, deliver, and evaluate training programs (classroom, on-the-job, and web-based) that meet regulatory, contractual, and organizational requirements.
- Collaborate with customers, stakeholders, and regulators to ensure training needs are met and compliance is maintained; may serve as liaison with governmental agencies.
- Provide expert guidance on interpreting training regulations, policies, and requirements.
- Develop and maintain training documents, procedures, templates, and records in accordance with Laboratory and DOE standards.
- Research complex training and education issues, recommending innovative, practical solutions.
- Mentor, coach, and provide guidance to colleagues and staff in training practices and program delivery.
- Represent the training program before stakeholders and regulatory agencies on institutional matters.
- Contribute to program assessments, investigations, data analysis, and project management activities, as assigned.
- Support administrative functions related to program compliance, including scheduling, planning, and resource prioritization.
- Foster a respectful and safety-focused environment in all aspects of training and program delivery.
Learning Specialist 4- $114,700 - $191,200
In addition to the duties listed for Learning Specialist 3, candidates at the Learning Specialist 4 level are expected to:
- Serve as an advanced subject matter expert, developing innovative training concepts, techniques, and standards with broad institutional impact.
- Lead or provide expert-level input to complex assessments, investigations, root cause analyses, and special/emergent projects.
- Oversee and direct administrative functions such as program planning, budgeting, cost tracking, and resource allocation.
- Provide strategic leadership in knowledge preservation, capture, and transfer initiatives to strengthen institutional learning.
- Represent the Laboratory with a higher degree of authority before regulatory agencies, stakeholders, and governmental partners.
- Exercise wide latitude and independence in determining objectives, strategies, and methodologies for achieving long-range training program goals.
- Mentor and guide staff at all levels, providing leadership in professional development and program direction.
- Apply advanced expertise in learning theory, performance-based training, and instructional systems design, particularly in technology-enabled and e-learning environments.
What You Need
Minimum Job Requirements:
Knowledge and Expertise: Advanced experience in applying a Systematic Approach to Training (SAT) with accuracy, completeness and in combination with document control processes and/or developing training both small/large-scale training programs in a systematic fashion. Experience applying learning theory and performance-based training techniques and/or technical knowledge in a specific competency area.
Performance: Experience gathering requirements, performing analysis, developing individual training products, implementing training and evaluating outcomes for continuous improvement. Ability to utilize a learning management system to effectively implement training programs. Thorough documentation skills. Demonstrated ability to handle multiple competing priorities in a complex, fast-paced operational environment.
Accountability: Advanced experience working with confidential or proprietary information, classified documents or sensitive information, including PII training records. Understanding of safety and security requirements to individual responsibility and as applicable to training activities.
Communication and Customer Service: Demonstrated advanced skill with interpersonal, written and verbal communications. Ability to transfer knowledge effectively to both technical and non-technical personnel. Experience in providing customer service.
Program Development: Experience designing and/or developing training/education programs for a wide variety of target audiences. Proven success in implementing such programs as evidence through program materials and implementation schedules.
Additional Job Requirements for Learning Specialist 4: At the Learning Specialist 4 level, candidates are expected to assume greater leadership and strategic responsibility, providing advanced expertise, guiding complex projects, and shaping long-range training program direction.
Education/Experience at lower level: The Learning Specialist 3 requires a Bachelor's Degree in a related field and 8 years of related experience, or an equivalent combination of education and experience directly related to the occupation
Education/Experience at higher level: The learning specialist 4 requires a Bachelor's Degree in a related field and 10 years of related experience, or an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
- TSQP qualified, or ability to become qualified.
- Familiarity with ALDWP facility operations or nuclear facility and/or manufacturing operations, in general.
- Expertise in nuclear facility-related subject matter areas (e.g. radiation protection, criticality safety, nuclear material control accountability, integrated safety, conduct of operations, engineering, maintenance).
- DOE Q-Clearance and Human Reliability Program (HRP) certification highly desired.
Work Schedule:
Essential Job Functions (can perform with or without reasonable accommodation): Color discrimination, peripheral vision, depth perception, ability to hear in a normal range (500 to 3000 htz), standing, walking, typing or keyboarding.
Work Environment: This position will work in both an administrative office environment, as well as a hands-on training environment with the ability to telework depending on the assigned customer's preference.
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. *Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
