What You Will Do

As part of the Associate Laboratory Directorate for Plutonium Infrastructure (ALDPI), the work we do in Plutonium Infrastructure Projects (PI-PROJ) directly affects mission success across Los Alamos National Laboratory. We are seeking a dynamic and highly organized leader to manage multiple work fronts while overseeing Construction Managers and Construction Superintendents in support of the ALDPI/ALDWP mission.

In this role, you will ensure work is executed safely and in full compliance with LANL policies, providing oversight to confirm Integrated Work Documents (IWDs) are followed or pausing work when required. You will coordinate daily operations by resolving resource conflicts, prioritizing work activities, and deconflicting teams operating in the same rooms or areas to maintain steady progress. Working closely with Project Managers, you will help define the scope of work for each shift and communicate progress, potential obstacles, and recommended solutions to shift management and senior ALDPI leadership. The position also provides leadership to project managers by directing the execution of project assignments, assigning personnel to projects, providing training, and supporting salary administration and career development for the group. Additionally, you will contribute to business development efforts by presenting the organization's project management capabilities and supporting opportunities for future work.

This position will be filled at either the Manager of Projects 3 or Manger of Projects 4 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

Key Responsibilities:

Manager of Projects 3 ($128,000 - $215,900)

  • Understands and implements Integrated Safety Management (ISM) line management responsibilities for their organization including but not limited to integrating safety into every task, pausing/stopping work, modeling exemplary behavior, fostering open communication, engaging workers in the field, rewarding positive behavior and addressing deficiencies through accountability. Integrated Safety Management (means worker health and safety, environment, security, and quality) is a primary responsibility for all Laboratory employees and managers.
  • Provides counsel, advice, and assistance to management on matters dealing with government legislation, Department of Energy (DOE) contract compliance, and/or Laboratory policies or procedures to ensure compliance.
  • Provides guidance and interpretation of policies and programs concerning project management.
  • Assists in the formulation and provides input into project management policies, plans, and programs for the orderly execution of projects. Assists in the establishment of management philosophy and procedures for the execution of all assigned projects to ensure consistency of approach and the sharing of information and experiences among projects.
  • Provides input into the development of staffing plans for the project management function.
  • Regularly monitors the progress of active projects and ensures that responsible actions are being taken by members of the project management team. Reviews and approves project execution plans, project continuous improvement plans and team building programs, and other critical project plans and/or documents.
  • Directs the activities of assigned staff and provides for proper delegation of management authority, responsibility, and accountability.
  • Ensures that interdepartmental problems are resolved promptly and that an integrated approach is followed in the performance of the project.
  • Reviews and approves project man-hour estimates for use in estimates and forecasts.
  • Reviews and approves the release of project cost estimates, schedules, major trends, and forecasts to customers. Also reviews and approves changes or deviations to these control documents.
  • Supports the marketing of the organization's qualifications for the execution of projects, initial contract negotiations, and client relations.
  • Provides for training of members of the project management function. Provides input into the development of consistent and continuous training.
  • Supports continuous improvement awareness for project management.
  • Supervises and directs Project Managers in the execution of small or medium-sized projects.
  • Responsible for supporting the administration of prime contracts and meeting client requirement, regulatory agency criteria and LANL commitments.
  • Responsible for all aspects of personnel management, including but not limited to: managing headcount, forecasting and budget(s) associated with group, directing assignments, employee hiring and on-boarding processes, providing continuous performance management and feedback to further develop staff including annual performance discussions, identification of growth opportunities and ensuring proper team recognition and appreciation.

Manger of Projects 4 ($141,500 - $238,300)

  • Track shift/daily/weekly resource utilization.
  • Produce executive reports on resource health, availability, and chargeability when required.
  • Produce forecast reports when assigned.
  • Verify coding accuracy and logic integrity of field execution schedules and provide constructive solutions to Project Management across the various projects and groups.
  • Produce specialized scheduling products and reports assigned by Management.
  • Mediate competing resource requests, negotiate trade offs, and communicate changes to stakeholders promptly.
  • Escalate unresolved scheduling conflicts to Shift Oversight Management with recommendations.
  • Review and refine scheduling workflows, drive to introduce automation, and continuous review of established business rhythm.
  • Develop and maintain accurate Standard Operating Desk instructions and cross train team members on business rhythm best practices.
  • Hold regular business rhythm meetings as assigned.
  • Serve as the central point of contact for resource related inquiries and reporting.
  • Participates and completes additional tasks as assigned by Shift Oversight Management.
  • Ensure resource data is up to date.
  • Conduct periodic audits to maintain data integrity.
  • Working knowledge of regulatory and Laboratory requirements related to the assigned project.
  • Experience in developing and nurturing effective internal customer relationships.
  • Experienced ability to successfully plan, organize, lead, and monitor team efforts to completion.
  • Experienced ability to interact effectively with all levels of personnel; building trust, gaining consensus, and resolving conflicts.

Education/Experience at Manger of Projects 3:
Position requires a Bachelor's Degree in a related field from an accredited institution and 5 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Education/Experience at Manager of Projects 4:
Position requires a Bachelor's Degree in a related field from an accredited institution and 8 years related experience; or an equivalent combination of education and experience directly related to the occupation.


Desired Qualifications:

  • Advanced understanding of the scope of work and requirements covered by the prime contract.
  • Understands and is committed to the Laboratory's continuous improvement process and leadership principles.
  • Advanced degree in Engineering, Construction Management, Project Management, or related discipline.
  • Professional certifications such as PMP, PMI-SP, PMI-RMP, PE, CCM, or Six Sigma/Lean or related discipline
  • Experience managing large, complex, or high-hazard construction projects, preferably in a regulated or federal environment.
  • Demonstrated experience leading project completion, startup, and commissioning activities for large, complex construction or capital infrastructure projects.

Work Schedule: This position may require 24/7 coverage, which could involve working a shift/weekend schedule. Employees may be eligible for shift differential pay when assigned by their manager. Shift/weekend assignments are at the discretion of the manager.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
