Manufacturing Manager 3 (First Line Manager)

What You Will Do

The Material Recovery and Recycle (PSD-4) group is seeking a highly motivated First Line Manager to support important national security missions at LANL. PSD-4 processes plutonium, uranium, and other actinide materials to meet national program requirements, while expanding the scientific and engineering basis of nuclear weapons-based manufacturing and producing the next generation of nuclear engineers and scientists. The selected First Line Manager will lead and manage a science and engineering team consisting of technicians, technologists, engineers, and scientists. This team performs a wide range of R&D activities within LANL's nuclear facility in support of the material identification and surveillance program. These activities include gas generation and consumption studies on plutonium materials; surface characterization of PuO₂ particles; corrosion studies of stainless-steel containers used for plutonium material storage; and surface and subsurface analysis of corrosion specimens.

In addition, the selected First Line Manager will report to the Group Leader and will provide management, leadership, and support to PSD-4. The First Line Manager will have the responsibility, authority, and accountability to execute work that supports programmatic milestones and deliverables, while setting standards for excellence and operational effectiveness. Key Responsibilities include, but are not limited to the following:

  • Planning, organizing, and defining strategic objectives.
  • Establishing scope, schedule, and budget through work package development, resource and performance management and ensuring worker qualification and authorization.
  • Ensuring administrative and operating procedures are current, understood, and adhered to before releasing work.
  • Working with facility operations staff to execute work safely, securely, with quality, and in compliance with nuclear facility requirements.
  • Ensuring direct daily oversight of work, workers and the work environment.
  • Serving as the safety responsible line manager over people, equipment, and processes.
  • Ongoing communications with line management reporting on work status, deliverables and commitments.
  • Directing and overseeing work performed by employees including "on the floor" supervision. Mentoring and motivating scientists, engineers, technologists, and technicians.
  • Providing financial stewardship over budget, procurement, time and labor, travel, and property.


What You Need

Minimum Job Requirements:

Management: Experience in managing teams with different backgrounds and research projects, including planning, organizing, and resource management, as well as demonstrated experience creating work scope, schedules, budgets, coordinating work activities, and tracking progress.

Financial Stewardship: Demonstrated experience with financial stewardship. Demonstrated experience in identification of resource requirements and development of schedules.

Leadership: Demonstrated experience in the ability to effectively supervise, negotiate, conduct conflict resolution, mentor, and conduct personnel development.

Communication: Demonstrated effective written and oral communication skills as evidenced by internal and/or external interactions, seminars, briefings, presentations, and peer reviewed journal publications; effective interpersonal skills and demonstrated ability to interact with all levels of personnel and customers. Demonstrated communication of technical issues and solutions to employees, peers and upper management.

Safety/Compliance: Demonstrated experience performing work in a manufacturing environment and executing work in compliance with safety and facility requirements while maintaining a rigorous formality of operations.

Education/Experience: Position requires a bachelor's degree in a related field from an accredited institution and 5 years of related experience. However, a Ph.D. in chemistry or material science is preferred.

DOE Order 426.2A: Requires a Bachelor's degree in engineering or related science or technology, and 5 years of nuclear experience. Job-related education or experience may be substituted on a case-by-case basis. The degree may be used to substitute up to 50 percent of the experience requirement per section I 4.e of the Contractor Requirements Document (CRD).

Desired Qualifications:

Nuclear Experience: Experience with nuclear high hazard facility operating requirements, safety authorization basis and/or Conduct of Operations planning and execution of work.

Research Experience: Experience obtaining funding and leading chemistry or material science research projects.

Diverse Team Experience: Experience working as a member of a multidisciplinary team of technicians, engineers, scientists, and professional staff.

Clearance: Active DOE Q Clearance and HRP Certification highly desirable

Location: This position will be located in Los Alamos, NM.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). The selected applicants will be subject to a federal background investigation and must meet eligibility requirements* for access to classified matters. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include ongoing drug and alcohol testing, as well as periodic medical and psychological evaluations.

426.2a: This position is subject to DOE Order 426.2a, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.
