What You Will Do

The Sigma Operations Group (SIGMA-OPS) seeks an energetic, customer-focused individual for the position of a Project Leader to serve as an integral part of the Programmatic Project Management Team. This team focuses on the incorporation of project management principles and the implementation of standard processes across Sigma Division. Additionally, this team serves as the primary liaison with a variety of Sigma Division programmatic organizations, support organizations, and LANL program offices. The successful candidate will work with Sigma Division management and program managers to track programmatic work progress and help report on deliverable and milestone status. This position requires a motivated and professional individual who is capable of quickly changing focus, acting independently, and is comfortable with a broadly defined scope of work.

This position will be filled at either the Project Leader 2 or 3 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

Project Leader 2 $96,600 - $158,000

This team focuses on the incorporation of project management principles and the implementation of standard processes across Sigma Division. Additionally, this team serves as a primary liaison with a variety of Sigma Division programmatic organizations, support organizations, and LANL program offices. The successful candidate will work with Sigma Division management and program managers to track programmatic work progress and help report on deliverable and milestone status. This positions requires a motivated and professional individual who is capable of quickly changing focus, acting independently, and is comfortable with a broadly defined scope of work.

Specifically, the Project Leader 2 will:
  • Serve as the primary interface between project scientists, program, and line management for small or moderately complex project(s) to establish technical requirements and to negotiate and define deliverables, budgets, and schedules in accordance with the project charter and line expertise.
  • Interface with program and line managers to ensure that resources are available to accomplish the work, to identify procurement needs, and ensure project deliverables are completed within the scope, schedules, and budgets defined in project work packages. Properly communicate and document all changes during project lifecycle.
  • Interface with program office and line management to develop and negotiate work packages and establish out year schedules.
  • Oversee cost estimating and negotiation of cost and schedule for small and mid-level projects.
  • Oversee the status of work preparation and execution activities as input to daily planning.
  • Work with large teams, overseeing and providing leadership in planning, tracking, and execution of project plans from initiation to completion, including managing budgets and project resources.

Project Leader 3 $117,200 - $195,400

At this level the Project Leader 3 will perform the activities outlined above for moderately to highly-complex projects. Additionally, the Project Leader 3:
  • Lead a special improvement project or additional assignment within the team that furthers the enhancement of the team's service model to the Division (e.g., establishing an integrated construction/programmatic schedule, work acceptance process, or risk register process).
  • Mentor junior team members with the possibility of providing input to performance evaluations.

What You Need

Minimum Job Requirements:

  • Working knowledge of and experience in project management of technical or operational work, including developing project plans, work breakdown structures, and work packages for small and mid-level projects; managing to scope, schedule, budget, and technical baselines; and documenting baseline reports and change control actions.
  • Demonstrated ability to be the primary spokesperson to report on project status and issues to division management and staff.
  • Experience making independent decisions and researching, analyzing, and resolving complex problems both independently and as a team member.
  • Demonstrated strong interpersonal skills providing excellent and professional customer service to individuals at all levels.
  • Experienced ability to successfully plan, organize, lead, and monitor team efforts to completion.
  • Knowledge of the Laboratory's organizations and administrative policies and procedures.
  • Ability to obtain a Q clearance, which normally requires U.S. citizenship.

Additional Job Requirements for Project Leader 3:

In addition to the requirements outlined above, qualification at the higher level requires:
  • Advanced knowledge of and demonstrated experience in all aspects of project management work, including developing project plans, work breakdown structures, and work packages; managing to scope, schedule, budget, and baselines; and documenting baseline reports and change control actions for moderately to highly-complex projects.
  • Demonstrated ability to be the primary spokesperson to report on project status and issues to all levels of management, staff, and external and internal customers.

Education/Experience for Project Leader 2: Position requires a Bachelor's Degree in a related field from an accredited institution and 5 years related experience; or an equivalent combination of education and experience directly related to the occupation.

Education/Experience for Project Leader 3: Position requires a Bachelor's Degree in a related field from an accredited institution and 8 years related experience; or an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:
  • Experience with operations or other relevant manufacturing experience.
  • Knowledge of one or more of the following programs: Directed Stockpile Work, Strategic Materials, Science Campaign, Strategic Partnership Projects, and/or LDRD, including their interfaces and interdependencies.
  • Experience in handling classified matter.
  • Active DOE Q clearance.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
