Nuclear Facilities Engineering Manager 3 - Deputy Group Leader

PFE-CV provides system engineering services to the safety-credited PF-4 ventilation system (HVAC-HVACCF) and its requisite support systems. These systems form the backbone needed to safely confine contaminants for the protection of workers, public, and the environment. The group also provides engineering services on other power systems such as Fire Diesel Generators (FDG), Electrical Distribution (EDS), PF-4 Confinement Systems (CONF), Seismic Power Off System (SPOS), and others.

We are currently seeking a Nuclear Facilities Engineering Manager 3 to support our Laboratory's mission and provide key leadership to the Confinement and Ventilation (PFE-CV) Group.
In this role, you will work closely with the Group Leader to guide both day-to-day operations and long-term strategic initiatives. You will be responsible for delivering technical and administrative oversight to ensure compliance with nuclear facility requirements, Conduct of Engineering (CoE) standards, and Configuration Management (CM) program expectations. In addition, you will support the Group Leader in developing and executing staffing plans that align with customer requirements and budgetary constraints. Responsibilities will also include leading recruiting and hiring efforts to fulfill these plans, as well as fostering staff development through training, mentoring, and qualification programs. Additional duties include:

  • Ensure that nuclear facility engineers are assigned to provide technical support and oversight to all vital safety systems and facility support systems within the PFE HC-2 & 3 nuclear facilities.
  • Assign qualified engineering resources as required to support projects being designed and implemented within the facility.
  • Provide Leadership in ensuring that system health reporting, vital safety system assessments, engineer qualifications, and resolution of engineering assigned issues are completed on time and maintained current.
  • Participate in forecasting staffing requirements, developing and managing budgets, monitoring performance, and initiating personnel actions when necessary.

  • Proven leadership in managing technical organizations supporting nuclear facilities, including operations, maintenance, systems engineering, safety basis, and project execution.
  • Expertise in implementing and continuously improving Conduct of Engineering processes to ensure reliable facility operations.
  • Strong track record of building and maintaining positive relationships with internal and external customers to achieve high customer satisfaction.
  • Skilled negotiator with experience resolving conflicts and collaborating effectively with customers and support teams.
  • Abilty to ensure that safety processes, policies and practices are followed by assigned personnel to support worker and facility safety.
  • Ability to serve as a Design Authority Representative for facilities, ensuring proper review of changes, maintenance of the safety basis, and accurate documentation of facility configuration in technical baseline records.

Workplace Communication and Process Enhancement
  • Ensure daily open communication with workers (including subcontractors) that promotes an environment where workers feel comfortable bringing errors, system weaknesses and issues to management attention.
  • Experience leading process improvement efforts to address procedural, policies, and work process changes. Seek opportunities to enhance effectiveness and efficiencies of policies and procedures in effect at LANL.




Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 5 years related experience; or an equivalent combination of education and experience directly related to the occupation.

This position may be subject to DOE Order 426.2 Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities.

Desired Qualifications:
  • A professional license (PE) or Engineer in Training (EIT / FE) certificate in an engineering discipline from a recognized licensing board or certification as a Project Management Professional (PMP) is preferred but not required.
  • Knowledge of LANL activities and nuclear operations including project execution and management, legal, procurement, construction, environmental safety and health (ES&H), and quality assurance.
  • Knowledge/experience of LANL Engineering Standards Manual; LANL Conduct of Engineering procedures; and DOE Orders and Standards related to nuclear facility design, construction, and project management.
  • Knowledge of applicable codes and standards in common use at DOE and DOD facilities (ASME, NQA-1, IBC, IEBC, IEEE, NFPA, etc).
  • Knowledge of applicable LANL standards (Engineering Standards Manual (ESM), Conduct of Engineering, Conduct of Maintenance, Conduct of Operations, etc)
  • Understanding of US Government contracting or procurement methods/processes, specifically related to subcontract Architecture & Engineering agreements.
  • Prior experience working for/with the DOE or DOD in an engineering, operations, maintenance, or project management capacity.
  • Prior operations, engineering, maintenance, or project management experience working at nuclear, accelerator, high-explosives, or other high-risk/high-consequence facilities.Experience in developing and managing budgets.

Work Location:The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Clearance: Q (Position will be cleared to this level). HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

Term position: Regular-status Laboratory employees applying for term-status positions may retain regular status with approval of the cognizant Principle Associate Director.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
