Procurement Engineer (Nuclear Facilities Engineer 1/2)

What You Will Do

This position will be filled at either the Procurement Engineer Level 1 or 2, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.


The Plutonium Infrastructure Engineering Division of Los Alamos National Laboratory develops, maintains, and applies a diverse set of engineering capabilities to provide innovative engineering solutions that enable the Laboratory's scientific and national security mission. This position is within the Plutonium Infrastructure Engineering Division (PIE-DO) and is assigned to the Procurement Group (PIE-1). This group is responsible for implementing the Conduct of Engineering (COE) program at Los Alamos National Laboratory. The positions are in nuclear, accelerator or non-nuclear facilities across 26 miles of the Laboratory. The program elements include processes, standards, training, and qualifications that are generally applicable throughout the life cycle of a facility. They exist to effectively manage risks and satisfy customer requirements in a safe, secure, cost effective, and environmentally responsible manner.

Nuclear Facilities Engineer 1 ($90,000 - $147,100)

The Procurement Engineer 1 will be responsible for evaluating and procuring nuclear Safety Class (Safety Related), Safety Significant, non-Safety Class and non-Safety Significant items and services for structures, systems and components at LANL. Your roles and responsibilities with include the following:
  • Function as an Administrative Subcontract Technical Representative (AdSTR) or a Subcontract Technical Representative (STR) on Design Engineering Services Subcontracts and Design-Build Services Subcontracts; review, manage and approve Subcontractor bids, submittals, staffing estimates and schedules and provide design contract oversight and operational technical support.
  • Assists in the design and constructability review processes and the interpretation of new and existing designs, design and installation drawings, design and procurement specifications, applicable codes, and standards in order to develop and issue procurement packages.
  • Serve as a Procurement Engineering Representative on Integrated Project Teams for multiple LANL Capital Projects.
  • Ensure work performed is within facility system design and safety envelope requirements by reviewing proposed system/facility designs for maintainability, operability, and conformance to facility operational and safety requirements and integration with equipment designs, as well as, perform work and work to ensure compliance with the LANL Conduct of Engineering (CoE) Program and ASME NQA-1, 2008 edition thru ASME NQA-1a, 2009 Addenda, Quality Assurance Requirements for Nuclear Facility Applications.
  • Developing and issuing procurement packages that include Statements of Work, Subcontractor Submittal requirements, Technical and Quality Assurance requirements, acceptance testing and receipt inspection requirements, Security related requirements and Environmental, Safety and Health requirements.
  • Developing, reviewing, and issuing Commercial Grade Dedication packages in accordance with the LANL Commercial Grade Dedication Program.
  • Validate that all items, materials, and services procured conform in all aspects to the approved design and comply with the LANL institutional procurement policies and procedures.
Nuclear Facilities Engineer2 ($99,200 - $164,100)
In addition to what was outlined at the lower level, at this level:
  • Act as a Procurement Engineering subject matter expert to personnel in the following organizations: Design Engineering, Quality Assurance, Project Engineering, Field Engineering, Construction Groups, Project Management and Engineering Services Management.
  • Developing, review and issue Commercial Grade Dedication packages in accordance with the LANL Commercial Grade Dedication Program.
  • Evaluate potential Suppliers and recommends those Suppliers that are most qualified based on the Management Level (Quality Level), technical and performance requirements of the item or services to be procured.
  • Prioritize and manage multiple tasks requiring varying and/or scarcity of resources, as well as project schedule demands and Management direction.
  • Act as a Procurement Engineering subject matter expert to personnel in the following organizations: Design Engineering, Quality Assurance, Project Engineering, Field Engineering, Construction Groups, Project Management and Engineering Services Management to resolve any Procurement Engineering related issues throughout the lifecycle of the Capital Project(s).
  • Proactively anticipate, identify, and address procurement issues prior to receipt inspection in order to ensure Project schedules are met. This will require frequent Supplier interface and expediting activities when necessary.

What You Need

Minimum Job Requirements:

  • Knowledge and ability in the implementation of ASME NQA-1 requirements with emphasis on design, procurement, control of items, material traceability, records, shipping/handling, test and inspection control, and special processes.
  • Knowledge of Procurement Engineering and of Engineering principles and procedures, design guides, appropriate standards and administrative practices. Knowledge of project and process engineering practices.
  • Knowledge of engineering maintenance techniques and construction methodologies, including knowledge of engineering systems and calculations; applications of engineering methods; and application of technology aided engineering tools to conventional and non-conventional facility and operations-based engineering problems.

Additional Job Requirements for Procurement Engineer 2:
In addition to the requirements outlined above, qualification at the higher level requires:

  • Ability to effectively communicate engineering solutions both verbally and in writing to Management personnel, Customers, Peers, Engineering and Construction personnel.
  • Experience in proactively anticipating, identifying and addressing procurement issues prior to receipt inspection in order to ensure Project schedules are met and frequently interfacing with Suppliers and expediting activities when necessary.
  • Experience that demonstrates you as a technical advisor implementing, overseeing, assessing, and managing procurement engineering activities.
  • Demonstrative knowledge of Engineering principles and procedures, safety basis interaction, design, appropriate standards, and administrative practices as applied to DOE non- reactor nuclear and high hazard facilities. with schedule and cost control systems.

Education/Experience at lower level: Position requires a Bachelor's Degree in Engineering from an ABET-accredited college or university and 2 years of practical work experience necessary to perform the responsibilities outlined above. Advanced engineering or technical degree is highly desired. Current registration as a Engineer in Training (EIT) is highly desirable.

Education/Experience at higher level: Position requires a Bachelor's Degree in Engineering from an ABET-accredited college or university and a minimum of 3 years of practical work experience necessary to perform the responsibilities outlined above. Advanced engineering or technical degree is highly desired. Current registration as a Professional Engineer (PE) is highly desirable.


Desired Qualifications:

  • Demonstrated experience implementing DOE Nuclear Safety standards in an ASME NQA-1 environment.
  • Experienced working with schedules and cost control systems.
  • Experience in preparing, reviewing, and approving of technical documents that support procurement actions, including installation instructions, verifications, acceptance, and testing documents.
  • Experience in non-nuclear facility system, components, and structures design.
  • Experience as a Procurement Engineer/Specialist at a DOE facility or commercial Nuclear Power Plant.
  • Advanced engineering or technical degree.
  • Experience with glovebox designs.
  • Working knowledge of LANL Engineering Standards and LANL Conduct of Engineering principles and procedures.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances.
