This position will be filled at the Program Manager 2 or 3 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.
Program Manager 2/3
The W78 Weapon Systems Engineering Group (W-3) is seeking candidates for the position of Program Manager. The W78 Systems Engineering Group (W-3) ensures the safety, reliability, and security of our Nation's nuclear stockpile for the entire weapon life cycle. The selected candidate will assist group management in the execution of programmatic scope.
The program manager provides leadership, vision, strategic and tactical planning, and overall direction and program management for execution of the W78 system portfolio, which may be large or small in total budget and may encompass one or more discrete programs and will require multidisciplinary integration across multiple organizations. In many cases this means managing the non-technical aspects of a technical project through direct and continuous collaboration with the technical project lead and other technical team members. The program manager brokers with customers, individuals, and/or programs to determine what work will be done to meet the customers' needs, general timeframes, and funding requirements. The program manager is expected to develop working relationships that span existing internal and/or external institutional missions and extend into new opportunities as policies and/or mission space evolve.

Minimum Job Requirements:
Program Manager 2 ($104,100-$172,200)
- Working knowledge of and experience in program management, including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope and schedule baselines; reporting cost and schedule variance; and managing change control and risk.
- Working knowledge of regulatory and Laboratory requirements related to programmatic work of assigned portfolio(s).
- Experience in developing and nurturing effective customer relationships.
- Experience in interacting effectively with all levels of personnel; building trust, gaining consensus and resolving conflicts.
- Demonstrated knowledge of and experience with developing resource-loaded schedules with fixed milestones, and cost and schedule performance reporting.
- Experience with defining work breakdown structures to assign programmatic deliverables to projects.
- Experience establishing reporting and documentation requirements with internal and/or external customer(s) and serves as a spokesperson to report status, manage expectations, and warn of upcoming issues.
- Demonstrated experience and leadership in developing and executing complex organizational interface agreements, funding cost models, or similar integration tools.
- Demonstrated experience in managing cost and schedule commitments for large projects.
- Excellent organizational skills and the ability to meet schedules and deliverables for multiple concurrent projects with a range of priorities.
- Experience in interacting effectively with all levels of internal personnel.
- Working experience in developing and presenting formal project or program reviews to customers or stakeholders.
Program Manager 3 ($125,200 -$211,300)
- Advanced knowledge of and successfully demonstrated experience in all aspects of program management, including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk.
- Advanced knowledge of regulatory and Laboratory requirements related to programmatic work of assigned portfolio(s).
- Successfully demonstrated experience in developing and nurturing effective customer relationships.
- Successfully demonstrated experience with all levels of personnel; building trust, gaining consensus and resolving conflicts.
- Successfully demonstrated experience with defining work breakdown structures to assign programmatic deliverables to projects.
- Successfully demonstrated experience establishing reporting and documentation requirements with internal and/or external customer(s) and serves as the primary spokesperson to report status, manage expectations, and warn of upcoming issues.
- Demonstrated excellent organizational skills and the ability to meet schedule and deliverables for multiple concurrent projects with a range of priorities.
- Successfully demonstrated experience monitoring and tracking cost, schedule, and progress against milestones and presenting formal project or program reviews to customers or stakeholders.
- Demonstrated experience with identifying and communicating opportunities for program enhancements.
Desired Qualifications
- Experience with overseeing financial aspects of the LANL weapons program
- Working knowledge of the Nuclear Security Enterprise including nuclear weapons and NNSA facilities that support the U.S. stockpile
- Experience working effectively with DOE/NNSA personnel
- Experience with NA-10 System Description Phase 6.X and DPBPS requirements
- Demonstrated ability with identifying and communicating potential project risks
- Active DOE Q Clearance
- Formal project management training or education with the ability to obtain a Project Management Professional (PMP) certification.
Education/Experience at lower level:
Program Manager Level 2: Position requires a bachelor's degree in a related field from an accredited institution and 5 years of directly related experience; or an equivalent combination of education and experience directly related to the occupation.
Education/Experience at higher level:
Program Manager Level 3: Position requires a bachelor's degree in a related field from an accredited institution and 8 years of directly related experience; or an equivalent combination of education and experience directly related to the occupation.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
