This position requires a working knowledge and mastery of project controls tools, processes, and procedures. The successful candidate will be expected to develop management skills and grow in a leadership role to provide leadership and oversight within the Project Controls organization focusing on several projects throughout LANL. Responsible for implementing LANL control system processes, procedures and tools which are executed by the responsible project management offices.
What You Need
Minimum Job Requirements:
- Experience and demonstrated skill in directing cost-engineering functions, including cost estimating, cost control, and cost analysis.
- Experience and demonstrated skill in directing, planning, and scheduling functions, including schedule development, control, and analysis. Experience and demonstrated skill in establishing criteria for project controls activities.
- Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience. Knowledge of current industry and technical developments.
- Demonstrated ability to build and grow a program into reliable and efficient operation.
- Possess expert knowledge and extensive experience using schedule software tools such as Primavera P6.
- Advanced experience and expert knowledge of using cost processors and EVMS reporting tools such as Cobra, wInsight or Empower.
- Possess advanced knowledge and technical skills with integration of all project controls system components.
- Extensive experience in the Project Controls function and sub functions of cost and schedule.
- Experience serving as a subject matter expert and mentoring others on diverse topics of the above software applications.
- Track record of setting technical direction and goals, implementing effective business practices and automation of reporting systems, managing personnel of all levels of experience, and managing customer and stakeholder relations.
- Advanced Knowledge and experience of supervision, personnel administration, and training of technical and non-technical personnel. Ability to lead without positional authority.
- Ability to obtain a DOE Q Clearance
Desired Skills
- Extensive experience with successful implementation and maintenance of EVMS principles and techniques that complies with EIA-748 in U.S. Government facilities, programs, and/or projects.
- Experience working with the Department of Energy (DOE) at headquarters or field office level, or with state and federal regulators.
- Currently has active DOE-Q clearance
- PMP certification
Education:
Position requires a bachelor's degree and twelve years of experience in project controls, including a minimum four years of related management experience, or an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be desirable.

While the posted salary range for this position is broad, it is highly unusual for selected applicants to be hired at the top end of the range and more common for selected candidates to grow into the full salary band over time.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 2 years.

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
