What You Will Do

The Pit Infrastructure group under the Associate Laboratory Directorate, Plutonium Infrastructure (ALDPI), at Los Alamos National Laboratory (LANL) is seeking a team-focused, organized, and collaborative professional to support construction efforts for critical security upgrade projects. The ideal candidate will have experience with the requirements of Line-Item Project delivery, schedule management, and subcontract administration; supporting infrastructure project delivery through close partnership with subcontractors, project management, technical representatives from LANL's Plutonium Facility programs, government customers, and stakeholders from a variety of external organizations.

The Directorate is at the center of execution of capital projects in and around the Los Alamos National Laboratory's plutonium pit production facilities for U.S. nuclear weapons and is focused on sustaining the current stockpile; providing life extensions of the stockpile; and helping to ensure the safety, security, and effectiveness of the U.S. nuclear deterrent.

Project Leader 1 ($78,700-$125,100)
Leverage your project leadership experience in support of Pit Infrastructure project delivery. As a project leader, you will contribute to a team of other project leaders to manage moderately complex project(s) by applying knowledge and experience in developing project plans and work breakdown structures, negotiating work packages, and assigning various aspects of work to complete project deliverables. Your responsibilities will include successful completion of assigned project scope within the schedule and budget. Projects may include cross-organizational and cross-disciplinary stakeholders and team members. This position is a key interface between project delivery agents and end users, many of whom often have complex and conflicting requirements. Because this role interfaces with external customers and personnel at many levels of the Laboratory, the candidate must be capable of exceptional tact and diplomacy. The ideal candidate will differentiate themselves with enthusiasm, curiosity, and a passion for effective teaming. This position will report administratively to a Manager of Projects under the Pit Infrastructure Project-Program Director in ALDPI-LIP.

Project Leader 2 ($94,500-$154,600)

In addition to the duties outlined above, a PL2 will work independently, effectively represent or lead integrated teams on behalf of the Project Manager, organize meetings and provide guidance to customers, subcontractors, and other team members with little or no direction.

What You Need

Minimum Job Requirements:

• Safety and security are a primary responsibility for all Laboratory employees. Assures safety and security compliance, maintains required safety and security training, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
• Manages all aspects of assigned project(s) scope and is responsible for successful completion of the scope within schedule and budget baseline.
• Applies knowledge and experience in developing project plans and detailed work breakdown structures, negotiating work packages, and assigning various aspects of work to complete project deliverables.
• Negotiates with program and line managers to ensure that resources are available to accomplish the work, to identify procurement and contracting needs, and to marshal resources to complete project deliverables within the scope, schedules, and budgets defined in project work packages.
• Under direction of the Project Manager, monitors performance and manages, under change control, the project scope, schedule, budget, and baselines.
• Integrates project work with other Laboratory priorities and commitments, including safety, security, environmental compliance, quality, contractor assurance, and business imperatives.
• Identifies potential project risks, developing risk mitigation strategies and corrective actions, and recommending risk acceptance/avoidance for all aspects of the project(s).
• Understands and adheres to all Laboratory and regulatory guidance and governance specific to the project work.
Fosters a mutually respectful and inclusive work environment that is free from discrimination and harassment.

Job Knowledge

• Working knowledge of and experience in project management of work, including developing project plans, work breakdown structures, and work packages; managing to scope, schedule, budget, and baselines; and documenting baseline reports and change control actions.
• Working knowledge of the discipline of the assigned project.
• Working knowledge of regulatory and Laboratory requirements related to the assigned project.
• Experience in developing and nurturing effective internal customer relationships.
• Experience working with subcontracted suppliers and support personnel.
• Experienced ability to successfully plan, organize, lead, and monitor team efforts to completion.
• Experienced ability to interact effectively with all levels of personnel; building trust, gaining consensus, and resolving conflicts.

Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 5 years of directly related experience; or an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

• Working knowledge of the technical and operational execution of Line-Item Project delivery.
• Experience as a Subcontract Technical Representative (STR) or another similar role providing oversight of government contracts
• Experience developing and executing project plans from concept through completion, including strategic planning and partnership coordination
• Active DOE Q and SCI clearances

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment:Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
