This position will be filled at the Project Leader 4 level, depending on the skills of the selected candidate.
You will support- Production Support Services (PSS) within ALDWP which is responsible for planning and scheduling Pit manufacturing at the Los Alamos National Laboratory (LANL). The project leader will be assigned to support the PSS-4 Factory Operations and Industrial Engineering Team.
Be part of an amazing Industrial Engineering (IE) team here at the nation's Plutonium Center of Excellence that supports our Nation's nuclear deterrent. As a project leader, you will work as the ALDWP Scorecard leader. You will work with multiple organizations on updating the scorecard, ensuring the metrics are helping the organizations know what needs to be worked on, gathering inputs/updates for the scorecard and leading the team aligned to scorecard metrics in this effort. You will organize and standardize specific requirements for this and other projects, ensuring they are clearly defined. You will report out to all levels of employees the methodology and approach in how the scorecard was developed. You will report project statuses and issues and to management and help them develop a risk matrix/plan if there are issues and they need help. Your work will directly support the execution of manufacturing of weapons components, the surveillance of weapon components and materials in the nuclear stockpile, and other national security missions.
Project Leader 4 ($125,200 - $211,300)
As Project Leader 4, you will manage all aspects of large complex non-science or non-engineering project(s) and you are responsible for successful completion of the project within the approved scope, schedule, and budget baseline. You will apply broad knowledge and expertise in developing non-science or non-engineering project plans, detailed work breakdown structures and assigning various aspects of work to complete project deliverables. You will use independent judgment to negotiate with program and line managers to ensure that resources are available to accomplish the work, and to arrange resources to complete project deliverables within the scope, schedules, and budgets aligned to the funding request. You will oversee large, multidisciplinary project team(s) in the planning, tracking, and execution of project plans from initiation to completion. You will use independent judgment to monitor performance and manage, under change control, the project scope, schedule, budget, and baselines. You will use independent judgment to identify potential project risks, developing risk mitigation strategies and corrective actions, and recommending risk acceptance/avoidance for all aspects of the project.

Minimum Job Requirements:
Data Centric Skills: Proven ability to define, track, and socialize key quality performance indicators (KPIs); build automated dashboards and data-visualization tools; translate complex technical data into executive-level insights; safeguard data integrity and consistency across the enterprise.
Project Leadership: Knowledge, experienced and proficient in project leadership, project facilitation and management. Expert knowledge of project budgets including cost estimating, control and analysis, project scheduling, implementation of corrective actions, developing and delivering detailed and accurate status reports and basic knowledge of/and experience with engineering functions and principles required to understand and successfully implement and monitor technical projects.
Knowledge and Skills: Proven ability to lead teams in researching or solving business-critical problems. Producing dashboards, including graphs, tables, and other visualizations. Creating presentation decks using PowerPoint. Providing written reports of your findings. Working closely with the team leaders to solve various problems. Consulting with internal teams and external clients to determine their ongoing business needs, and to find solutions to them. Expert-level knowledge of the discipline of the assigned project.
Strong Communication Skills: Strong communication skills in oral and written communication as well as applying team building concepts. Ability to communicate with all levels of management at a high-level in-person report outs or virtual communications where the information conveyed is very clear on the information being communicated. Proven ability to interact effectively with all levels of personnel; building trust, gaining consensus, and resolving conflicts.
Project Management: Expert-level knowledge of and consultative experience in all aspects of project management work, including developing project plans, work breakdown structures; managing scope, schedule, budget, and baselines; and documenting baseline reports and change control actions. Proven ability to successfully plan, organize, lead, and monitor a wide variety of team efforts to completion.
Risk Management: Working knowledge and experience in supporting strategic and tactical planning and execution of a mid-sized portfolio. Demonstrated record of successfully supporting or leading cross-organization teams to ensure complex technologies or products are delivered within budget and on schedule.
Education/Experience at Project Leader 4: Position requires a bachelor's degree in a related field from an accredited institution and 12 years of directly related experience; or an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
- KPI certification
- Experience in creating scorecards/dashboards
- Data Analysis Experience: Knowledge of statistical process control (SPC) and quality trend analysis techniques and/or experience with advanced data tools such as Power BI, Tableau, SQL, Python, Microstrategy, JMP, etc.
- Data Reporting Experience: Familiarity with data governance principles, metadata, and data stewardship and experience standardizing KPIs across multiple programs or organizations.
- LSS and/or PMP certification from an accredited source. Contribute to teams through a problem-solving methodology (Lean Six Sigma projects and/or continuous/process improvement projects).
- Carrying out statistical research, prototyping new systems, and finding new ways of gathering, cleaning, and analyzing data.
- Help develop innovative advanced concepts, theories, methods, techniques and approaches to address specialized problems.
- Ability to develop and nurture effective internal customer relationships.
- Existing DOE "Q" clearance (or similar).
Work Location: The work location for this position is hybrid and is located in Los Alamos, NM. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. All work locations are at the discretion of management and can change at any time with appropriate notice.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. *Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
