The Project Controls Resources Division within Associate Laboratory Directorate for Infrastructure and Capital Projects (ALDICP) is seeking an accomplished executive leader to establish and direct a new Project Controls Resource Development Organization responsible for developing, sustaining, and advancing project controls capabilities across the Laboratory's infrastructure and capital project portfolio.
Reporting directly to senior ALDICP leadership in Project Controls Resources, the Project-Program Director 4 will serve as the Laboratory's senior authority for project controls workforce strategy, competency management, qualification programs, and organizational capability development. The selected candidate will create and institutionalize a scalable enterprise framework that ensures ALDICP maintains a highly qualified, technically proficient, and sustainable project controls workforce capable of supporting increasingly complex mission-critical projects.
This position requires visionary leadership, organizational design expertise, and extensive knowledge of project controls disciplines. The Director will lead the development of strategic workforce initiatives, establish governance and qualification frameworks, build competency-based training programs, and drive long-term workforce planning and succession management. The role will influence project execution performance across ALDICP through development of organizational capability rather than direct management of individual projects.
The Director will partner with Laboratory leadership, project organizations, Human Resources, training organizations, and external stakeholders to ensure alignment between workforce capabilities, organizational priorities, and mission requirements.
What You Need
Strategic Organizational Leadership
- Establish and lead the Project Controls Resource Development Organization as the Laboratory's center of excellence for project controls workforce capability.
- Develop and execute a multi-year strategic roadmap for project controls workforce development, organizational maturity, and succession planning.
- Create governance structures, operating models, performance metrics, and resource strategies necessary to sustain a high-performing capability development organization.
- Serve as the senior advisor to ALDICP leadership regarding project controls workforce readiness, talent strategy, organizational capability, and resource planning.
- Lead transformational initiatives that strengthen project controls performance across the Laboratory's capital project portfolio.
Workforce Strategy and Capability Development
- Develop enterprise competency models, qualification standards, certification pathways, and career progression frameworks for project controls personnel.
- Establish structured development programs supporting project controls disciplines including:
- Cost Estimating
- Cost Engineering
- Cost Control
- Scheduling
- Earned Value Management
- Risk Management
- Change Control
- Project Analytics
- Project Controls Systems Administration
- Develop workforce forecasting and succession planning strategies to address current and future organizational needs.
- Implement workforce assessment methodologies to identify capability gaps and prioritize development initiatives.
- Design and institutionalize a comprehensive Project Controls Academy supporting onboarding, qualification, continuing education, mentoring, and leadership development.
- Establish standards and governance for curriculum development, instructional delivery, competency assessments, and qualification maintenance.
- Oversee development of training materials, qualification programs, learning management content, and knowledge management systems.
- Ensure compliance with applicable DOE Orders, Laboratory requirements, and industry best practices related to training and qualification.
- Collaborate with project directors, project controls managers, functional managers, and executive leadership to align workforce development initiatives with organizational objectives.
- Represent ALDICP on workforce development, project controls, and organizational capability initiatives at the Laboratory and external levels.
- Establish organizational performance indicators to measure workforce effectiveness, qualification attainment, capability growth, and return on investment.
- Integrate lessons learned, benchmarking data, and industry best practices into workforce development strategies.
- Promote a culture of continuous learning, technical excellence, accountability, and operational discipline.
- Drive continuous improvement initiatives that improve project controls consistency, effectiveness, and organizational maturity.
Education
Position requires a Bachelor's Degree from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation.
This position may be subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities. This DOE Order establishes entry-level requirements to ensure employees in the positions can successfully perform the requirements of the job.
Desired Skills
Experience establishing and leading enterprise workforce development organizations, training academies, centers of excellence, or corporate universities.
- Demonstrated success leading organizational transformation initiatives within large, complex technical organizations.
- Experience developing competency-based qualification programs and workforce governance models.
- Experience supporting workforce planning and organizational development within DOE, NNSA, or National Laboratory environments.
- Experience building and implementing succession planning programs for technical organizations.
- Demonstrated success influencing executive-level decision making and enterprise-wide initiatives.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 2 years.

Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
