What Will You Do
The Associate Laboratory Director for Defense Protection (ALDDP) is seeking a R&D Manager 6 for the Office of Classification and Controlled Information (ALDDP-OCCI), managing and executing the Laboratory's Classification, Unclassified Controlled Nuclear Information (UCNI), Controlled Unclassified Information (CUI), Freedom of Information Act (FOIA), and Export Control Programs. Our Laboratory wide programmatic efforts ensure the identification and protection of classified information, UCNI and CUI used and generated in accomplishing the Laboratory's broad national security mission. The position requires daily interactions with all levels of senior Laboratory leadership, technical staff, and professionals as well as building and sustaining strong internal organizational relationships as well external relationships within the NNSA complex. The R&D Manager 6 will ensure technical competencies for the execution of programmatic efforts and oversee the operational efficiencies and management of the Office of Classification and Controlled Information. Our staff consists of a group of scientific technical experts and professionals who have broad expertise in nuclear deterrence, threat reduction, technical leadership, FOIA, and Export Control.

Core Responsibilities

  • Implements and manages the Laboratory's Classification and Controlled Information Program consistent with the requirements of DOE Order 475.2B, DOE O 471.7, DOE O 471.1, and DOE O 241.1B as well other sponsor-specific requirements such as Intelligence Community Directives and Federal Acquisition Regulations.
  • Monitors the national security, international relations, global counterterrorism, emerging technologies, science and technology, and intelligence policy/strategic plans for trends and emerging issues important to the Laboratory.
  • Leads LANL efforts to ensure that US Government classification policy and implementation remains current and credible.
  • Directs preparation of concise studies on complex classification matters for management; identifies problem areas, investigates alternative solutions, determines cost implications, and recommends solutions.
  • Provides input for budgets; reviews applicable segments of budgets in relation to Classification and Controlled Information Program objectives to ensure cost effectiveness.

Technical Requirements:

  • Knowledge with DOE Order 475.2B, DOE O 471.7, DOE O 471.1, and DOE O 241.1B as well other sponsor-specific requirements such as Intelligence Community Directives and Federal Acquisition Regulations.
  • Proven experience in supporting compliance with legal, regulatory, or national standards requirements necessary for the execution of scientific/technical and/or programmatic activities.
  • Advanced, expert-level knowledge with elements related to classification, UCNI, CUI (including Export Controlled Information), and FOIA.
  • Advanced, expert-level experience interpreting and executing governmental regulations and potential environmental impacts related to programmatic execution as well as business operations and practices.
  • Proven experience in analyzing complex issues, developing and evaluating alternatives, and determining solutions on issues affecting scientific/technical and/or programmatic oversight.
Leadership:

  • Demonstrated record of successful organizational leadership leading high-visibility, multi-disciplinary technical programs and teams.
Communication:

  • Excellent oral and written communication skills and the ability to assimilate, evaluate, and communicate technical information to audiences of varying educational and technical backgrounds.
  • Proven ability to prepare and present classification and controlled information to NNSA, senior Laboratory leadership, and staff.
Operations Management:

  • Advanced, expert-level in the preparation and execution of budgetary activities.
  • Advanced, expert-level with human resource management, career development, and supervision of a diverse set of technical scientists and professional staff from a wide array of disciplines.
  • Ability to establish a pipeline of technical talent to ensure an effective classification program for the future.
  • Advanced, expert-level in strategic planning and implementation to identify challenges and opportunities, foster science, strengthen an organization, and build upon technical capability.

Education: Position requires a Bachelor's Degree from an accredited institution and 15 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

  • Familiarity with DOE/NNSA Laboratories research and development mission areas.
  • Graduate degree in a technical discipline.

Work Environment:

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details
Directive 206.2: Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
