Sample Management Office (SMO) Program Staff/Chemist (Environmental Professional 4)

What You Will Do

The Environmental Protection and Compliance, Compliance Programs (EPC-CP) Group is seeking outstanding candidates for a SMO Program Staff/Chemist position to support the SMO program at Los Alamos National Laboratory (LANL). The SMO manages multi-media sample plan design (water, air, waste, biota, etc.), sample shipping, documentation, data management, data validation, data quality assurance, and reporting. SMO activities involve close collaboration with LANL's Environmental Compliance, Waste Management, Industrial Hygiene, and Environmental Surveillance programs, and support interface actions for public outreach related to environmental data publicly available on IntellusNM (intellusnm.com). The SMO additionally manages LANL's Environmental Information Management (EIM) system database.

Reporting to the Storm Water Permitting/Compliance Team Leader within the EPC-CP Group, this position will assist in the technical management of SMO operations, performing diverse activities such as:

  • Lead, train, and mentor SMO team operations.
    • Assisting LANL programs with sample planning.
    • Receiving and shipping of sample containers to approved analytical laboratories.
    • Sample document control and records management.
    • Compliance with state and federal environmental regulations, guidelines and standards.
  • Perform data management and quality improvement functions.
  • Maintain, develop, and improve quality assurance processes and procedures.
  • Serve as an EIM system database administrator.
  • Design, oversee, and test EIM database enhancements.
  • Perform Electronic Data Deliverable (EDD) reviews and analytical validation of electronic data files submitted by analytical laboratories.
  • Participate in and/or author validation procedures for radioactive and non-radioactive data.
  • Assure compliance of auto-validation settings with Department of Defense/Department of Energy (DoD/DOE) Quality Systems Manual (QSM) and U.S. Environmental Protection Agency (EPA) National Functional Guidelines.
  • Oversee auto-validation quality performance and review and change auto-validation settings, as needed.
  • Perform validation and focused validation in accordance with approved procedures and EPA method specific and/or national functional guidelines for specific parameters.
  • Help ensure contract service for analytical services and the EIM system database are implemented and maintained.
  • Help manage daily SMO operations including communication with management and programs utilizing the SMO, addressing sample handling and air transport inquiries, coordination/consultation with projects, evaluating regulatory/permit requirements, and resolving complex sampling/data requests.
  • Frequent communication with internal organizations and outside contacts such as analytical laboratories, the Department of Energy-Environmental Management (DOE-EM) Environmental Remediation Contractor, the New Mexico Environment Department (NMED), and database developers.
  • Support software control board (collaborative advisory board for regulatory, analytical method, data validation, and database functionality topics) and stakeholder involvement activities.

  • Strong interpersonal skills, including demonstrated experience in working effectively within a team environment, and working with and providing good customer service.
  • Strong written and verbal communication skills, including demonstrated experience in technical writing, preparing technical reports and documents, and developing and giving verbal presentations to small groups.


Education/Experience: Position requires a Bachelor's Degree and 12 years of experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post-graduate coursework is expected.

Ability to obtain a DOE Q Clearance required.

Desired Qualifications:

  • Master's Degree in science or engineering strongly preferred.
  • Familiarity with LANL operations, environmental programs, and procedures.
  • Familiarity with LANL SMO operations and procedures.
  • Experience with the EIM system database and its public-facing counterpart IntellusNM.
  • Experience with National Pollutant Discharge Elimination Systems (NPDES) and Resource Conservation and Recovery Act (RCRA) permits.
  • Experience supporting waste management program data needs.
  • Experience working at or closely with commercial analytical laboratories.
  • Proven track record in managing and directing large-scale projects, including defining scope, objectives, and methods.
  • Possesses expert-level understanding and skills in developing and implementing advanced methodologies, concepts, and techniques for analyzing and reporting on data quality in compliance with relevant laws and regulations. Also has a strong practical grounding in chemistry and environmental sciences, enabling effective interpretation and application of scientific data.
  • Experience with computer programming language (e.g., SQL, VBA, Python, R).
  • Extensive experience with data validation procedures.
  • Ability to perform or direct/evaluate analytical laboratory audits per standard federal guidelines.
  • Practical experience with the following:
  • U.S. Department of Transportation (DOT), Title 49 of the Code of Federal Regulations (49 CFR) Subchapter C, Hazardous Materials Regulations.
  • National Environmental Laboratory Accreditation Program (NELAP) and/or the Department of Energy Contract Analytical Program (DOECAP).
  • USEPA National Functional Guidelines for Data Review.
  • DoD/DOE Consolidated QSM for Environmental Laboratories.
  • Multi-Agency Radiological Laboratory Analytical Protocols Manual (MARLAP).
  • EPA, Title 40 of the Code of Federal Regulation (40 CFR) Part 136 Guideline for Establishing Test Procedures for the Analysis of Pollutants.
  • EPA SW-846 Hazardous Waste Test Methods.
  • DOE Order 414.1D, Quality Assurance.


Work Location: The work location for this position is hybrid and is located in Los Alamos, NM. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. All work locations are at the discretion of management and can change at any time with appropriate notice.

Essential Job Functions (can perform with or without reasonable accommodation): Reading Vision, sitting, walking, balancing, standing, climbing stairs, reaching overhead, reaching down, bending, stooping, lifting 30+ pounds and carrying 30+ pounds.

Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
