The Plutonium Supply and Disposition Division Office is seeking a Science and Engineering Program Manager 3 who will work with the Division to develop and implement processes, equipment, and systems to support the highly complex pit production and nuclear material recovery and recycling processes. The SEPM 3 will have the responsibility, authority, and accountability to execute work that supports programmatic milestones and deliverables while setting the standards for professional behavior and operational effectiveness. This position emphasizes inter-division and inter-program integration, strategic planning, and serving as a project team coordinator within PSD-DO, fostering collaboration across diverse stakeholders to achieve organizational goals.
You will report directly to the PSD Division Leader and will work directly with all Group Leaders in PSD.

- Expert-level knowledge of the science or engineering discipline of the assigned portfolio(s).
- Expert-level knowledge of regulatory and Laboratory requirements related to programmatic work of assigned portfolio(s).
- Consultative experience in developing and nurturing effective high-level internal and/or external customer relationships.
- Consultative experience in interacting effectively with all levels of internal and/or external personnel; building trust, gaining consensus, and resolving conflicts.
- Demonstrated experience in an advisory role, interacting effectively with all levels of external and internal personnel.
- Excellent oral and presentation skills as evidenced by presenting briefings to stakeholders.
- Advanced experience interfacing with program and line management to define progress against established milestones, deliverables and developing metrics to report to senior management
- Advanced knowledge of and demonstrated experience in all aspects of project management work, including developing project plans, work breakdown structures, and work packages; managing to scope, schedule, budget, and baselines; and documenting baseline reports and change control actions.
- Exerts significant latitude in negotiating with program and line managers to ensure that resources are available to accomplish the work, to identify procurement and contracting needs, and to marshal resources to complete project deliverables within the scope, schedules, and budgets defined in project work packages.
- Oversees multidisciplinary project team(s) in the planning, tracking, and execution of multiple interconnected projects with requirements spanning multiple divisions and multiple product lines.
- Ability to use independent judgement and subject matter experts knowledge in identifying potential project risks, developing risk mitigation strategies and corrective actions, and recommending risk acceptance/avoidance for all aspects of the project(s).
- Experience managing the integration of various scopes with the mission, ensuring that production, prototyping, and experimental scopes are achievable.
Education/Experience at higher level: Position requires a Bachelor's Degree from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, an advanced degree is typically expected.
Desired Qualifications:
- Advanced knowledge of the technical and operational discipline of Plutonium Supply and Disposition supporting/supported programs as executed in PF-4.
- Demonstrated ability to interact effectively with all levels of personnel, building trust, gaining consensus, and resolving conflicts.
- Previous experience in supporting work in a production agency.
- Project Management Professional (PMP) certification.
- Advanced technical degree.
- Willingness to take initiative on new tasks or projects.
- Technical writing consisting of periodic (monthly, quarterly, etc.) to DOE sponsors.
- Demonstrated ability to successfully plan, organize, lead, and monitor a variety of team efforts to completion.
- Advanced knowledge on working with customers to create risk registers, risk mitigation plans, schedule integrations, staffing plans, scope documents, and tracking metrics.
- Possesses advanced expertise in developing and executing process improvement initiatives, with the ability to integrate experimental plans seamlessly into production schedules.
- Extensive experience in unifying operations into a single, integrated mission by collaborating across diverse functions on maintenance planning, schedule integration, tracking, outage coordination, crisis response, and emergent maintenance, among other strategic initiatives.
- Active DOE Q clearance.
Location: This position will be physically located onsite in Los Alamos, NM.

Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.
426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
