SP-NMCA Deputy Group Leader (MC&A Manager 3)

What You Will Do

The Nuclear Material Control and Accountability Group (NMCA) provides graded levels of control for accountable nuclear material (NM) and special nuclear material (SNM) based on the material type, quantity, and form. The program seeks to deter and detect theft or diversion of accountable material.

The MC&A Manager will support the Group Leader in providing leadership and management of approximately 60 employees with an approximate annual budget of $8.5M. The MC&A Manager coordinates the efforts of Team Leaders and staff and provides technical direction to maintain and improve capabilities, work quality, and cost and technical effectiveness. The MC&A Manager will foster the building of synergistic teams and be able to effectively identify and deal with personnel issues.

The MC&A Manager will be responsible for sustaining and enhancing the staff, facilities, and infrastructure that are integral to NMCA. The MC&A Manager must successfully address security, ES&H conduct-of-operations, and facility/infrastructure issues associated with securing nuclear materials in a dynamic policy, experimental and production environment. The MC&A Manager must support group members in their everyday activities. The MC&A Manager must work effectively with Laboratory line, program, and facility managers in strategic planning, program development, program execution, and capability development and maintenance. The MC&A Manager will serve as part of the Safeguards (SAFE) Division management team, providing strategic direction and priorities for the Division.

Demonstrated success in working effectively with program and technical staff in defining and accomplishing program milestones (scope, cost, and schedule) while building technical capabilities within a team or group.

Performance Assurance

In-depth experience with the development and application of metrics, training and qualifications, and lessons learned to improve performance and reduce risks through modification of work practices and processes.

Communication

Exceptional interpersonal, verbal, and written communication skills.

Management Skills

Innovative skill and success in managing and leading a technical organization, project, or program involving diverse disciplines and technologies related to one or more of NMCA's core competencies and requiring priority-based allocations of funding, facilities, and human resources.

Technical Competency

Advanced professional-level experience in at least one of the following areas: nuclear instruments and methods, nuclear safeguards, security management, or nuclear science and engineering. Proven experience and ability to interpret Federal orders and to develop solutions to complex problems associated with Federal order compliance. Experience in conduct of operations associated with handling nuclear materials and operating in laboratory type facilities.

Education/Experience: Position typically requires a Bachelor's degree in a STEM field and 8 years of related experience, or an equivalent combination of education and experience. At this level, post graduate course work may be expected.

Desired Qualifications:
  • Proven success in program implementation including integrating requirements with operations.
  • Advanced knowledge and/or experience in MC&A activities and NM Control.
  • Experience in the use of statistical analysis and controls for quality control in a manufacturing and/or processing environment.
  • A Masters degree in a STEM field

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
