Los Alamos National Laboratory's Waste Management Services (WMS) Group is seeking a skilled and detail-oriented Subcontract Technical Representative 2 (STR 2) to support the Contract and Container Waste Management Team.
This role is suited for a self-motivated individual with a strong sense of ownership who can manage and take ownership of technical subcontracts supporting institutional waste container procurement, on-site services, and off-site disposal operations.
As an STR, you will serve as the authorized representative for a portfolio of moderately complex technical subcontracts under the direction of the Team Lead. You will be responsible for monitoring vendor performance, ensuring compliance with contract requirements, and managing subcontract financials including invoice reconciliation, accrual tracking, and cost allocation. This role requires close coordination with Procurement, vendors, and internal stakeholders to support safe, compliant, and timely operations.
This role plays a key part in ensuring safe, compliant, and efficient waste management operations across the Laboratory.
Key Responsibilities:
- Serve as the authorized STR for technical subcontracts supporting container procurement, on-site services, and off-site waste disposal.
- Monitor subcontractor performance to ensure timely and compliant delivery of services.
- Process container orders from request through delivery, inspection, and resolution of non-conformance reports.
- Reconcile invoices and track costs using Excel and other financial tracking methods. Utilize systems such as WCATS to identify cost codes associated with waste disposal services.
- Maintain subcontract accruals and support forecasting and financial reporting activities.
- Partner with Procurement and WMS leadership to develop, revise, and close out subcontracts.
- Ensure subcontract execution aligns with operational readiness, regulatory requirements, and Laboratory safety culture.
What You Need
Minimum Job Requirements:
- Experience managing or supporting technical subcontracts or vendor service contracts
- Ability to track financial elements such as invoices, accruals, and cost
- Proficiency in Excel or similar tools for invoice reconciliation and cost tracking
- Strong communication skills with the ability to coordinate across multiple stakeholders
- Ability to identify and resolve subcontract performance or compliance issues
- High attention to detail in managing technical and financial data
- Ability to obtain a Q clearance

Experience supporting subcontract lifecycle activities such as execution, compliance, and closeoutExperience working in federal, commercial, or regulated environments such as DOE, DoD, environmental, nuclear, utilities, or similar industries
Experience coordinating with procurement organizations, vendors, and internal teams

Experience applying project management principles related to scope, schedule, and budget
Ability to manage multiple priorities and work independently within a team environment
Ability to work with vendors and subcontractors to support performance expectations
Communication and Leadership
Ability to serve as a liaison between customers, internal teams, and vendors
Experience preparing clear written communication, reports, and documentation
Strong interpersonal skills with the ability to build relationships and resolve issues
Problem Solving
Demonstrated ability to analyze issues, develop solutions, and support process improvements
Education/Experience: Bachelor's degree in engineering, construction, business, contracts, or related discipline and 5 years of relevant experience in subcontract management, contracting, or vendor oversight, or an equivalent combination of education and experience.
Desired Qualifications:
- Experience in waste management, environmental programs, or hazardous material operations.
- Prior STR or COR experience.
- Familiarity with subcontract lfecycle from statement of work development through closeout.
- Experience with inspection processes and non-conformance resolution.
- Familiarity with WCATS or similar systems used to support cost code identification and tracking.
- Experience with SAP Ariba or similar procurement platforms.
- Experience with federal contracting or knowledge of FAR.
- Project management experience or certification.
- Experience improving processes through automation, analytics, or emerging tools.
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Work Schedule: Flexible work schedules may be available, including 5/40, 9/80, or 4/10 options, subject to business needs and management approval.
This position may require flexibility in work hours to support mission needs. While not currently in place, future operations may include shift work or extended hours to support 24/7 activities.
Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.
