The Associate Laboratory Director for Defense Protection is seeking a highly experienced Planning and Analysis Security Manager to oversee critical security operations within its Vulnerability Program. This role demands an expert in security disciplines who will provide leadership and strategic guidance to execute complex, multidisciplinary programs in compliance with U.S. Department of Energy (DOE) policies.
Reporting directly to the Project-Program Director, the Planning and Analysis Security Manager will provide necessary in-depth, expert level technical evaluations and program management of highly technical processes, systems and activities supporting the development and maintenance of multiple security planning products and schedules.
This vital role requires the application of advanced technical and analytical expertise to implement U.S. Department of Energy (DOE) policy requirements established by the Secretary of Energy, while focusing on DOE O 470.3C Design Basis Threat. The manager will play a pivotal role in protecting national security assets, personnel, and the environment while supporting LANL's critical mission programs and driving innovative security solutions.
What You Need
Minimum Job Requirements:
- Leadership and Planning: Demonstrated ability to manage and guide highly technical projects and multidisciplinary teams. Demonstrated ability to lead strategic planning, tactical execution, and multidisciplinary integration of complex security programs.
- Risk and Vulnerability Assessments: Extensive experience in integrating vulnerability and risk management techniques.
- Technical Expertise: Strong knowledge of physical security systems and familiarity with DOE O 470.3C Design Basis Threat or similar policies.
- Advanced Analytical Skills: Strong skills in quantitative and qualitative analysis, report writing, and data interpretation in complex environments. Proficiency in data modeling, simulations, and handling large datasets with advanced analytical tools. Ability to apply field-testing data and combat simulation results to deliver comprehensive performance evaluations.
- Decision-Making: Capability to synthesize complex information and make critical decisions under pressure.
- Simulation and Testing: Proficiency in incorporating combat simulation outcomes and field-testing data into performance evaluations.
- Communication Excellence: Exceptional interpersonal, oral, and written communication skills for diverse audiences and stakeholders.
Training/Certifications: Not required but additional consideration may be given to professionally recognized training and certifications in related fields.
Education/Experience: Position requires a bachelor's degree from an accredited institution and 12 years of related experience; or an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
- Demonstrated experience successfully working with a protective force contractor, LANL management and all levels of Laboratory personnel.
- Demonstrated successful experience interacting/interfacing with the NNSA program offices and programmatic secretarial offices, other federal agencies, and the NNSA NSE partnering sites/community.
- Experience participating in strategic planning, the development of performance objectives, and meeting related milestones.
- Experience in budget preparation, execution, and oversight.
- Experience developing policy and procedure implementation plans.
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
