What You Will Do

The Capital Project Execution Office, utilizing The Project Management Offices (PMOs) and the Specialist Services Offices (SSOs), provides consistent service and project execution lab wide.

The PMOs and SSOs are structured and staffed appropriately to support projects while considering their complexities, unique SOW, and various funding streams within the applicable PEO portfolio of projects providing for a consistent partnering interface to strengthen working relationships, and share lessons learned.

The Capital Project Execution Office is seeking an experienced, enthusiastic leader for the SSO PMO. This position will report to the Project Execution Office Deputy Director. The successful candidate will communicate with the Associate Laboratory Director for Infrastructure and Capital Projects (ALDICP).

The SSO PMO is integral to the planning, execution, and completion of various projects at LANL, ensuring efficient project delivery, collaboration across divisions, and alignment with organizational goals. The role requires specialized knowledge in capital project management, a strong understanding of internal and external processes, and the ability to lead teams across complex initiatives.

Job duties include (but are not limited to):

  • The SSO must understand and implement Integrated Safety Management (ISM) and is responsible for work being performed in a safe manner in accordance with LANL policies.
  • Knowledgeable in SSO related projects (telecommunications, fire protection, general projects development and construction management) and a wide range of management driven initiatives.
  • Formulates and recommends project management policies, plans, and programs for the orderly execution of projects. Leads the establishment and execution of management philosophy and procedures for the successful completion of all assigned projects/initiatives to ensure consistency of approach and the sharing of information and experiences among projects. Provides guidance and interpretation of existing policies and programs concerning project management as needed.
  • Assist the execution groups, when requested, to monitor the progress of active projects and ensures that responsible actions are being taken by members of the project management team. Reviews and approves project execution plans, project continuous improvement plans and team-building programs, and other critical project plans and/or documents.
  • Management of work related to Information and Communications Technology (ICT) sectors, including all phases of in Communications Work Request (CWR) development.
  • Oversight and management of Project Managers working on a variety of complex Fire Protection projects (combinations of Fire Alarm and/or Fire Suppression). This would include all phases of Fire Protection development, e.g., design, permits, procurement, construction, startup and commissioning and turnover of applicable certified systems/projects.
  • Directs the activities of assigned staff and provides for proper delegation of management authority, responsibility, and accountability.
  • Ensures that interdepartmental problems are resolved promptly and that an integrated approach is followed in the performance of the project.
  • Interfaces with FOD(s) and/or various customers ensuring project and initiative requirements are understood and are executed safely, on time and within budget.
  • Ensures all project reporting is accurate and timely.

What You Need
Minimum Job Requirements:

  • Strong experience in understanding and implementing Integrated Safety Management (ISM) line management responsibilities for the organization and Integrated Safety Management.
  • Proven skills in management of teams working on all phases of Fire Protection (Fire Alarms and Suppression), Telecommunications (secured/non-secured and Inside/Outside Plant) and/or PEO Initiatives related projects.
  • Advanced knowledge and experience in all areas of project and/or initiative management, (e.g., safety, quality, engineering, procurement, cost and scheduling, environmental, etc.).
  • Proven leadership and management ability.
  • Advanced communications skills (both written and verbal) with the ability to develop and give oral presentations in front of an audience (live or streaming web based).
  • Ability to obtain a Q clearance.

Education/Experience:
Position requires a Bachelor's degree from an accredited institution and 12 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Skills:
  • Experience working with the Department of Energy (DOE).
  • Experience teaming with Facility Operations Directors and programmatic customers on project strategic planning efforts, then being an agent of positive change and improvement to implement sound project management principles for successful strategic actions.
  • Knowledge and management skills managing Telecommunication and Fire Protection projects.
  • Experience working with subcontractors and all phases of their applicable contracts.
  • LANL project planning and execution experience desired that also includes financial development and oversight.
  • Previous successful SSO experience is a plus, including but not limited to various financial and construction related scopes of work (SOW).
Training/Certifications: Suitable professional certifications, such as, Project Management Professional, Construction Management Professional and/or Professional Engineer, Building Industry Consulting Service International (BICSI) certification, Fire Protection (Fire Alarms and/or Fire Suppression) Certifications are desirable.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a federal background investigation and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
