Manufacturing Support Manager 6 (WMS-DO Division Leader)

What You Will Do

The Associate Laboratory Directorate, Weapons Production (ALDWP), at Los Alamos National Laboratory (LANL) enables credible and sustainable strategic deterrence for the nation through the production of plutonium pits, detonators, and other non-nuclear components, along with the necessary evaluation that ensures safe and reliable products. The directorate's programs support multiple aspects of the nuclear security enterprise (NSE) and national security mission, including plutonium processing and disposition, high explosives and non-nuclear component production, manufacturing for NASA deep space missions, surveillance, materials management, and waste operations. ALDWP must simultaneously expand capacity and mature rate production for pits and detonators, while continuing to build on its high-precision, high-quality manufacturing capabilities for non-nuclear parts fabrication.

The Associate Laboratory Directorate for Weapons Production (ALDWP)'s Weapons Mission Services Division (WMS-DO) is seeking a talented and motivated Division Leader (DL) to help scale and grow the division to support production agency needs. WMS-DO is responsible for providing specialized facility specific training to support the plutonium and detonator manufacturing missions, development and execution of ALDWPs document and records management, fostering opportunities for mission enabling continuing education programs, implementation of tailored development programs that cover the breadth of ALDWP staff, execution and oversite of the Glovebox Safety Program, and leadership of continuous improvement through robust implementation of Conduct of Operations mentors. The DL will reside on-site, providing group leaders, team leaders and staff with strategic oversight, leading initiatives to advance existing capabilities within the training facilities and manufacturing/nuclear operating environments. The DL will report to the Senior Director for Production Enterprise Services (ALDWP-PES) and be responsible for interfacing cross-collaboratively with other divisions/stakeholders within the directorate and across the lab. Periodic external interfaces with other DOE laboratories and international counterparts will be required.

Key responsibilities include, but are not limited to:
  • Serves as a division-level manager overseeing a robust workforce and managing multifaceted manufacturing activities that directly support complex moderate/high hazard operations. Work environment can range from administrative to operational in both technical/non-technical areas, and may include moderate- to high hazard operations within a nuclear facility or explosives facility.
  • Understands and implements Integrated Safety Management (ISM) line management responsibilities for their organization including but not limited to integrating safety into every task, pausing/stopping work, modeling exemplary behavior, fostering open communication, engaging workers in the field, rewarding positive behavior and addressing deficiencies through accountability.
  • Fosters a culture that values continuous improvement and organizational learning that results in the prevention of events and provides the controls necessary to promote safe and secure work.
  • Responsible for the overall management of the division and develops current and future strategy for the division.
  • Provides leadership and management over a technical, operation, and/or quality assurance portfolio that may encompass many programs.
  • Develops current and future strategy for the division that is consistent with the mission and priorities of the institution.
  • Assigns clear authority and accountability, directs change while maintaining operating effectiveness; integrates efforts across work units and functions; monitors results; and tackles problems directly assuming ownership.
  • Maintains a comprehensive knowledge and understanding of facility operational requirements and works with the facility operations to ensure compliance, safety, security, quality and conduct of operations, engineering, maintenance and training in the performance of work.
  • Responsible for ensuring quality products and/or services within the division; enforces adherence to quality standards; achieves balance between the need to meet both productivity goals and quality standards.
  • Applies Laboratory defined business policies, processes and practices and sound financial stewardship in all financial matters.
  • Responsible for all aspects of personnel management, including but not limited to: managing headcount, forecasting and budget(s) associated with group, directing assignments, employee hiring and onboarding processes, providing continuous performance management and feedback to further develop staff including annual performance discussions, identification of growth opportunities and ensuring proper team recognition and appreciation.
  • Fosters a mutually respectful and inclusive work environment that is free from discrimination and harassment.
  • Ensures daily open communication with workers (including subcontractors) that promotes an environment where workers feel comfortable bringing errors, mistakes, system weaknesses and issues to your attention.

What You Need

Minimum Job Requirements:


Technical Leadership

Successful experience as a senior leader or manager of projects with significant total project cost or complexity. This requires experience leading complex technical organizations, including demonstrated experience leading strategic and tactical planning and execution, customer service, project management, continuous improvement, and management systems such as safety, security, configuration management, conduct of operations and earned value management. Position requires advanced knowledge of design, procurement, construction, and transition to operations of highly complex projects preferably within a nuclear operations environment. Proven ability and experience leading a multidisciplinary group of managers, supervisors, technical staff, technicians and/or professional staff in both administrative and technical environments with conservative and fair judgement. Advanced experience with personnel professional development and interpersonal conflict resolution. Demonstrated experience negotiating, consensus, or gaining acceptance from peers, upper management, and customers in a wide variety of situations and circumstances. Demonstrated experience and skill in developing and implementing organizational strategies and objectives.




Management

Demonstrated experience in managing technical programs with significant fiscal and programmatic responsibilities. Advanced knowledge of and demonstrated consultative experience in all aspects of program or project management of technical or operational work, including defining work scope, schedules, budgets, priorities, and performance milestones; developing scope, cost, and schedule baselines; reporting cost and schedule variance; and managing change control and risk. Demonstrated experience in management, supervision, and development of assigned employees.




Technical Excellence

Advanced knowledge and demonstrated experience managing nuclear facility and or programmatic project work. Proven experience with Nuclear Security Enterprise (NSE) and production agency manufacturing training and information management systems. Expertise in the development, implementation and/or oversight of large-scale processes and programs. Expert-level knowledge of safety, security, environmental and quality requirements needed to manage work in an administrative and/or nuclear/high hazard facility for executing work in compliance with facility and weapon quality requirements. Proven ability and experience identifying, acquiring and managing resources in support of cross-organizational deliverables, scope, schedule and budget.




Coalition Building

Demonstrated success building and growing both internal and external relationships with a variety of constituencies, sponsors, other construction project organizations, higher-level managers, direct reports, and other employees. Excellent oral and written communication and presentation skills for multiple levels of employees and stakeholders a must.

Strong leadership characteristics including personal integrity and accountability, fiduciary responsibility, trustworthiness in relationships, commitment to quality and excellence in programs and operations, commitment to workforce diversity and human resource development.

Demonstrated experience developing and implementing plans or programs to meet or exceed contractual requirements, performance measures, regulations, and laws, including the proven ability to do so while operating within a highly sensitive national security environment.




Education/Experience: Position requires a bachelor's degree from an accredited institution and 15 years related experience; or an equivalent combination of education and experience directly related to the occupation.




DOE Order 426.2

Requires a Bachelor's degree and 4 years nuclear experience. Education or experience that is job related may be substituted on a case-by-case basis. The degree may fulfill 2 of the 3 years of nuclear experience on a one-for-one time basis.

Desired Qualifications:

Government Relations
Successful record of assisting in the development of complex institutional messages necessary to communicate to federal, state and local government leaders. Experience within NNSA complex preferred.




LANL
Demonstrated experience interfacing with Los Alamos National Laboratory (LANL) management and a broad knowledge of current LANL operations and activities.




Clearance & HRP
An active DOE "Q" (Top Secret) Clearance and HRP Certificate highly desirable.
Essential Job Functions (can perform with or without reasonable accommodation):

Physical job requirements include being able to perform walkthroughs of industrial areas (like TA-22 or SM-39), so walking across uneven surfaces, lifting (less than 40lbs), bending, hearing facility alarms/messages, climbing on ladders/up stairs, seeing visual indicators of an unsafe situation.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Clearance: Q (Position will be cleared to this level). HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
