The Construction Management (CM) Division team at the Los Alamos National Laboratory invites candidates to apply for a Project Specialist 1 position to support the development and management of the construction, maintenance, or site services subcontracts from conception to closeout for the Los Alamos National Laboratory (LANL). The Project Specialist will support the Subcontract Technical Representative (STR) processes associated with the subcontracts in accordance with established Acquisition Services Management Division and Construction Management Division or Maintenance and Site Services Division policies and procedures. Will manage the Subcontractor badge system, process clearance requests, run badge reports, and manage badge returns and updates. Other duties include but are not limited to, assisting with monitoring the terms and conditions of subcontracts and Department of Energy (DOE), Laboratory, and site-specific requirements and providing support in tracking the subcontractor's performance in relation to the safety, security, and quality requirements set forth in the subcontract. They assist the STR to ensure adherence to the subcontract, assist in preventing subcontractor failure, reduce project related misdirection, prevent multiple lines of communication and reduce compliance risk. Project Specialists must possess a willingness and ability to work flexible schedules. Work assignments may require evening, night shift and shifts outside the normal work-day of 7:00 AM-5:30 PM for substantial and indefinite periods.

What You Need
Minimum Job Requirements:
- Ability to prepare agendas, schedule, record attendees and take minutes of various types of meetings related to the Request for Proposal (RFP) development, Pre-Bid Site Visits, Subcontractor Progress Meetings and Submittal Review Meetings.
- Assist in development of, and transmission of, specific Work Instructions, Schedules, Policies, Procedures, and other documents to assigned Subcontractors, applicable Subcontract Technical Representatives (STRs) and Construction personnel.
- Basic understanding of and the ability to schedule, assist and track progress for the following processes: Request for Proposal (RFP)
- RFP Exhibit Development
- RFP Assemblage
- RFP Question & Answer
- RFP bid proposal evaluation
- Submittal review
- Knowledge of Ariba for submission and execution of subcontracts and invoices. Some Designated Procurement Representative duties may be assigned.
- Enter documents of record into the Laboratory electronic document record management system and can retrieve and distribute when necessary.
- Assist in tracking of and communicating Subcontract close-out requirements to Subcontractor and LANL IPT/Integrated project team.
- Assist in Subcontractor badging process from application for badge, tracking badge status, and ensuring return of badge after subcontract completion.
- Assist STR's and Subcontractor with training requirements and coordinating with LANL training department.
- Assist with conducting field observations with Subject Matter Experts to monitor construction sites for compliance with Subcontract requirements as assigned.
- Other assigned tasks and duties associated with Subcontract oversight and Construction Management processes and requirements
Desired Qualifications:
- Familiarity in nuclear facility operations or other highly complex, hazardous operations, particularly as it pertains to the Los Alamos National Laboratory Mission.
- Active DOE Q clearance desired.

Work Location: The work location for this position is onsite and located in Los Alamos, NM USA. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
No Clearance: Position does not require a security clearance. Selected candidates will be subject to drug testing and other pre-employment background checks.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
