The Stockpile Production Management Stockpile Integration Office (SPM-SI) is looking for a highly motivated Science/Engineering Program Manager to lead the Production Optimization team in support of ALDWP's Production System Maturation strategic initiatives at Detonator Production (DP). In addition, the team will focus on tactical initiatives such as the integration of DP in the Management Review Board and the DP metrics scorecard. The lead reports to the Project-Program Director 5 for SPM-SI.

The major job roles include:
- Windchill Product Lifecycle Management (PLM) MPMLink Implementation - Lead the implementation of Windchill PLM MPMLink at Detonator Production. This initiative establishes of a Digital Thread between the Design Agency (DA) and Production Agency (PA) for digital design transmission. Responsibilities include coordinating internal cross-organization and external cross-site collaborations to ensure successful execution among SPM-SI, ALDWP-PES, Detonator Production, Pit Production, ALDW-PO, WRS-WMT, and PRIDE/NNSA working groups across NSE sites.
- Metrics - Lead efforts to establish and evolve metrics for the ALDWP-SPM managed scope, with an initial focus on maturing the DP Scorecard. The Scorecard will drive data-based decision making for operational improvements and will support progress reporting to ALDWP, DDW, Lab Director, TRIAD Mission Committee, and NNSA customers.
- Production System Maturation Strategic Roadmap - Support the Production System Maturation initiatives related to DP and other ALDWP-SPM managed scope. Coordinate implementation to ensure alignment with ALDWP's vision while maximizing benefits to DP.
- Management Review Board (MRB) - Partner with DP leadership to develop and implement the MRB under direction of the SPM Senior Director. Support monthly MRB meetings for both DP and ALDWP.
Job Duties:
- Safety and Security - Maintain safety and security compliance; complete required training; and integrate safety and security into all tasks, including pausing work when conditions are unsafe or security is compromised.
- Customer Interface - Serve as the primary liaison with internal and/or external customers to define mission goals and deliverables aligned with Laboratory capabilities, capacities, and priorities.
- Execution Planning - Apply broad expertise to develop and execute plans from conception to completion.
- Strategic Foresight - Use independent judgment to identify strategic shifts relevant to the institutional mission and position resources accordingly.
- Risk Management - Identify portfolio risks, develop mitigation strategies, and recommend acceptance or avoidance actions.
- Program Oversight - Partner with project and line management to ensure performance, monitoring cost, schedule, and milestones.
- Inclusive Leadership - Foster a respectful, inclusive workplace free from discrimination and harassment.
- Mentorship - Mentor junior staff in planning, tracking, and executing program plans.
What You Need
Minimum Job Requirements:
- Product Lifecycle Management (PLM) Software - Expert knowledge of Windchill PLM MPMLink.
- ERP, MRP, MES Systems - Expert experience deploying, integrating, and using Enterprise Resource Planning (ERP), Manufacturing Resource Planning (MRP), and Manufacturing Execution Systems (MES).
- Metrics - Expert experience developing and maintaining metrics used for organizational decision making.
- Management Review Board (MRB) - Experience establishing and conducting MRB reviews.
- Program Management - Expert-level program or project management of technical or operational work, including defining scope, schedule, budget, performance milestones, and risk management.
- LANL Knowledge - Familiarity with Laboratory and regulatory requirements relevant to assigned portfolios.
- Communication - Proven ability to communicate effectively across all levels, build trust, gain consensus, and resolve conflict. Excellent oral and written communication skills.
- Collaboration - Proven ability to develop and sustain effective internal and external customer relationships, and report program information to the FPO and NNSA site counterpart.
Education/Experience at S/E PM-4 level: Position requires a bachelor's degree in a related field from an accredited institution and 12 years of directly related experience; or an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
- Advanced experience with PLM software such as PTC Windchill MPMLink.
- Advanced experience with ERP, MRP, MES, and PLM systems integration.
- Existing DOE "Q" clearance (or similar).

Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
