The Dynamic Structure, Design, Engineering and Vessel Operations Group, J-2 is seeking an operations and procurement project leader to provide overarching scheduling and interface management between facility operations and vessel production activities in support of the groups mission of stockpile stewardship. In this position, the selected candidate will interface among the team leaders within the group, and report to the group management team by providing schedules of operations occurring within the group's facilities. Additionally, the candidate will be responsible for assisting the vessel production team in developing and tracking budgets, schedules of new confinement vessel weldments, and component deliveries from vendors. This position will be filled at either the Science/Engineering Project Leader level 2 or 3, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.
Science/Engineering Project Leader 2 ($104,100 - $172,200)
As part of the group management team, the project leader will work with the group's facility POC and operations team leaders to track and maintain schedules of activities within the various vessel operations teams. This will include tracking each confinement vessel status (e.g., location, latest operations, etc.) and deconflicting schedules based on available resources and priorities as identified by program and line management. In addition, the project leader will establish an integrated vessel schedule for all vessel assets and work with the engineering teams to track usage, as well as integrate new confinement vessel systems into the schedule.
Science/Engineering Project Leader 3 ($125,200 - $211,300)
In addition to what was outlined at the lower level, this level of project leader will support the Production team in managing high level schedules of the various vendors supporting new vessel construction. This will also entail supporting the team's funding and procurement tracking, supporting the individual hydro teams in their procurement schedules, as well as assisting group management in budget tracking and planning of our year's spending needs.
What You Need
Minimum Job Requirements:
- Working knowledge of and experience in project management of work, including developing project plans, work breakdown structures, and work packages; managing scope, schedule, budget, and baselines
- Working experience in procurement of engineering systems and hardware includes understanding of procurement documentation required, RFI Request for Information, and RFP Request for Proposal processes
- Working experience in facilities with hazardous operations and basic understanding of regulatory and Laboratory requirements
- Experienced ability to successfully plan, organize, lead, and monitor team efforts to completion.
- Experienced ability to interact effectively with all levels of personnel; building trust, gaining consensus, and resolving conflicts
Additional Job Requirements for higher level title:
- Advanced knowledge of and demonstrated experience in all aspects of project management work, including developing project plans, work breakdown structures, and work packages; managing to scope, schedule, budget, and baselines
- Project Management Certification and demonstrated management of schedules for complex activities
- Demonstrated knowledge of regulatory and Laboratory requirements related to hazardous operations and moderate hazard facilities, such as high explosives, radiological contamination areas
- Demonstrated ability to successfully plan, organize, lead, and monitor a variety of team efforts to completion.
- Demonstrated ability to interact effectively with all levels of personnel, building trust, gaining consensus, and resolving conflicts.
Desired Qualifications:
- Manufacturing experience and working with external vendors
- TSME (Technical Subject Matter Expert) training for generation of procurement exhibits
- Knowledge of working within Nuclear Facilities and understanding of NQA-1 Program Requirements
- Knowledge of the Weapons Complex and Stockpile Stewardship
Education/Experience at lower level: Position requires a bachelor's degree in a science or engineering related field , from an accredited institution and 5 years directly related experience; or an equivalent combination of education and experience directly related to the occupation. At this level an advanced degree is typically expected.
Education/Experience at higher level: Position requires a bachelor's degree in a science or engineering related field, from an accredited institution and 8 years directly related experience; or an equivalent combination of education and experience directly related to the occupation. At this level an advanced degree is typically expected.
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
